General Description and Classification Standards

Assists with managing some of the Water Reclamation Centers to ensure they are in compliance with the state and local regulation and laws and to ensure the citizens are satisfied, the watershed and its' system is protected and the environment is improved. Assigns, coordinates, and supervises departmental personnel activities for the operations of the Water Reclamation Center, Water Quality Control Facilities, Combine Sewer Overflow Systems and the City's Pumping Stations. This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas. This level would be expected to have noticeably greater leadership or technical responsibilities than the Senior level. This is NOT a routine promotional level and the specific justification for classification at this level must be documented.

Supervision Received

Direction received is very general and focuses on end results and is typically collaborative in nature. Position plans own work and project schedules and sequences.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

Assigns, coordinates, and supervises departmental personnel activities for the operations of the Water Reclamation Center, Water Quality Control Facilities, Combine Sewer Overflow Systems and the City's Pumping Stations.

Supervises staff and directs assigned work tasks; attends and/or facilitate weekly and monthly status meetings.

Directs, coordinates and supervises the plant maintenance and operations functions for the purpose of ensuring good water quality standards mandated by State and Federal agencies are met.

Handles and addresses employee concerns; mentor and counsel lower-level employees. Administers Hands-on on-job-training (OJT) to ensure the personnel operate systems and equipment properly and in accordance with regulations. This includes updating operation staff regarding procedures and operational changes.

Reviews supervisor reports, processes control information, and any other plant operation material to ensure the goal of meeting permit is attained.

Works with safety coordinator to address safety issues presented by employees; disciplines and completes employee performance appraisals. Responsible for interviewing new candidates as well as making hiring recommendation.

Reviews work order requests and equipment related problems to ensure all required equipment is available and a prioritized maintenance work schedule can be prepared.

Decision Making

May make purchasing or resource allocation decisions within organization guidelines. Applies organizational policies. Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

Knowledge of time management; knowledge of construction practices and terminology; knowledge of wastewater terminology and practices; knowledge of the following Engineering disciplines: mechanical, electrical, civil, chemical, biological, environmental, computer science; knowledge of legal terminology.

Skill in operating a basic computer and software; skill in problem solving.

Ability to adapt to changes in the field; ability to speak clearly and concisely in public and among staff members; ability to write business letters and compose spreadsheets; ability to operate field equipment such as: samplers, flow meters, PH meters, camera, etc.; ability to withstand extreme temperature changes and physically demanding conditions; ability to understand scientific terms; ability to operate the following: Centrifuge, Dump Truck, Fork Lift, Front loader, and/or Plate Truck.

Minimum Qualifications - Education and Experience

High school diploma or General Equivalency Diploma (GED).

5 years' of experience in industrial waste inspections, wastewater monitoring, and/or compliance including 3 years' of leadership or prior management experience.

Preferred Education & Experience

Bachelor’s degree in an appropriate discipline such as Environmental Engineering, Construction, or any Science related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis) and 5 years' of experience in industrial waste inspections, wastewater monitoring, and/or compliance including 3 years' of leadership or prior management experience.

Licensures and Certifications

Valid State of Georgia Driver's License required. Class 1 Wastewater Operator License required.
