Position Overview: The Utility Emergency Management Coordinator is responsible for developing department operational readiness and develops response plans and procedures to respond to incidents and emergencies in order to minimize risk to people and property. This position will assist in planning and conducting of drills, training, and response activities to manage incidents, and is a functional staff lead for the division.

Driving Requirement:
  • This position requires a valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation ( DRE ) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.

Travel:
  • If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

$33.05 - $42.14

  • Supervisory or leadership experience leading an emergency management team in a utility, municipality, or other similarly regulated entity; and knowledge of Federal, State, and Local laws, regulations, and policies in regard to emergency management
  • Background in leading and coordinating an emergency management activities including facilitating and delivering training related to the National Incident Management System ( NIMS ) and Incident Command System ( ICS ), and conducting drills, workshops, and exercises related to emergency planning and response
  • Effective verbal and written communication skills with various levels of internal customers and the public; as well as experience writing and presenting Standard Operations Procedures, Emergency Preparedness and Response plans, and/or Continuity of Operations plans
  • Strong problem-solving, decision making, and organization skills with the ability to prioritize tasks in an environment with frequent interruptions and under intense pressure
  • Ability to develop relationships with other entities and outside organizations including Homeland Security, fire, and police organizations, the state office of emergency services, red cross, and volunteer/non-profit organizations to ensure a rapid and coherent response in emergency situations
  • Ability to travel to more than one work location

Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

Prepares and maintains all emergency plan documentation. Coordinates all emergency plan activities, including training and emergency preparedness drills. Defines roles and responsibilities necessary for all levels of emergency response. Establishes and maintains Mutual Assistance Agreements with other utilities and organizations. Designs and deploys Incident Command System training for appropriate staff. Serves as advisor to the Incident Commander during emergency response situations. Provides curriculum development assistance to System Operations. Serves as liaison to all emergency agencies and the EOC . Serves as the team lead in utility and critical infrastructure business continuity planning. Represents the department on citywide emergency response and business continuity preparedness drills.
