Job Description

Job Summary

The current vacancy oversees the City's Homeless Prevention and Intervention Initiatives by providing important leadership, project management and supervision for the Homeless, Seniors and Disabilities Unit of the Human Services Division; develops and leads a range of partnerships between City, non-profit service providers, other community organizations and members of the public to ensure strong and effective coordination of services consistent with policies adopted by the City.

Plans, administers and oversees the City’s community development grant program to address human service needs. Manages grant funds supporting a variety of non-profit community programs and projects. Coordinates capital improvement projects and other special human service projects.

Representative Duties

Note: (Duties may vary depending upon assignment).

Organizes, coordinates and supervises the activities of the City’s community development grant program which includes preparation of requests for proposals, evaluation of proposals, and negotiation, implementation and monitoring of contracts with public, non-profit and/or private agencies in accordance with established City funding guidelines.

Supervises the work of staff engaged in the implementation of human service and community development programs/projects and in the preparation of grant applications and accompanying reports for federal, state, or local funding agencies.

Monitors community-based non-profit organizations; ensures proper management of grant funds; evaluates programs and provides technical assistance on program development, policies and procedures, program budget, documentation and data collection, program outcomes, and other administrative and fiscal areas.

Oversees federal, state and county funds ensuring proper fund allocation and budgeting; eligibility determination; environmental approvals; and compliance with federal, state and county regulations.

Directs staff and grant resources to address significant human service issues which includes recommending new or revised programs and policies. Develops and leads a range of partnerships between city and community-based non-profit organizations to ensure strong and effective programs.

Reviews and approves a wide variety of funding requests. Develops, issues and monitors subsequent funding commitments.

Plans and conducts complex and/or controversial administrative studies and related research including feasibility studies, needs assessment and program evaluations.

Maintains and prepares a variety of reports including financial reports and records

of program activities and statistics. Makes recommendations and assists in the preparation of the Human Services Division's annual budget, including revenues, expenses, capital outlay and capital improvement projects.

Makes presentations to the City Council, boards and commissions, management staff, public and non-profit agencies, task forces and other community groups.

Serves as a liaison between the City and local, state, and federal agencies, community groups, and organizations regarding Community programs and projects.

Identifies federal, state and local funding sources to address human service needs. Keeps abreast of federal, state and local legislation changes that may affect community programs and projects; recommends and make adjustments to relevant human service programs.

Selects, plans, evaluates and supervises the work of professional and clerical staff.

Performs other related duties, as assigned.

Education, Training and Experience

Graduation from an accredited college or university with a Bachelor's degree in Public Administration, Public Policy, Business, Human Services or a closely related field .

Four years of recent, paid, progressively responsible work experience in supervising and managing human service programs. Experience must have included administration of government grants and community development programs/projects involving multiple funding sources. At least three years of the recent experience must have included paid administrative or supervisory responsibilities. Non-profit management experience or experience in overseeing programs serving homeless persons is highly desirable.

Licenses and Certificates

Possession of, or ability to obtain and maintain a valid Class C driver license may be required.

If three or more qualified City employees apply and pass the examination, a promotional list will be established in addition to an open-competitive list. If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
