Departmental Mission Statement: The Massachusetts Probation Service's mission is to increase community safety, reduce recidivism, contribute to the fair and equitable administration of justice, support victims and survivors, and assist individuals and families in achieving long term positive change. The Office of Community Corrections (OCC) is a department within the MA Probation Service that designs, develops, and implements community-based interventions for people that are justice involved as an alternative to jail and prison. OCC programs keep communities safe by combining community justice approaches with evidence-based practices (EBP) to reduce recidivism. Treatment, education, employment services, clinical case management and community service opportunities are delivered through a statewide network of Community Justice Support Centers (CJSC) and the Community Service Program (CSP).

Notes: This position is designated as management position and is covered by the Trial Court Personnel Policies and Procedures Manual.

This position is based at the administrative office of the OCC in Boston and will require occasional travel to CJSC, CSP, and Trial Court locations throughout the state.

Position Summary:

The OCC Program Manager for Performance Metrics will work within the administrative office of the OCC to measure the utilization and effectiveness of CJSC and CSP. The incumbent shall develop, manage, and implement the collection of data from program offices across the state. The incumbent shall develop methods for using data to understand the relative success of CJSC and CSP in achieving goals, such as reduced recidivism amongst program participants. This administrative office Program Manager will work with field managers that oversee CJSC and CSP under the direction and supervision of the Director, Deputy Director, and Statewide Supervisor and/or their designee. Performance metrics management may include training and coaching staff on the execution of procedures designed to capture relevant data. Performance metrics shall be created consistent with statutory requirements and in collaboration with a third-party fidelity monitor contracted by the OCC. Additionally, the incumbent will inform decision making through consultation with staff, clients, and other community stakeholders. Administrative office Program Managers may also serve as auxiliary program managers at CJSC or CSP locations on a temporary basis to fulfill the operational needs of the OCC.

Supervision Received:The Program Manager for Performance Metrics serves at the general direction of the Director, Deputy Director, and Statewide Supervisor and/or their designee.

Duties:

•Ensures OCC program effectiveness and success through data analysis and performance metrics;
• Reviews OCC contracts, agreements, program, and marketing literature to develop mastery of agency vision, values, mission, goals, and objectives;
• Drafts performance metric descriptions;
• Supports interagency linkages to address client criminogenic (counseling, employment, education) and responsivity (cultural proficiency, housing, healthcare, transportation, etc.) needs;
• Facilitates, attends, and participates in regular OCC, CJSC, and CSP meetings including facilitating work group meetings convened to address performance metric development;
• Attends trainings and meetings as necessary to keep abreast of emerging issues in treatment, education, employment, and case management for the justice-involved;
• Plans education and training events to aid in the implementation of performance metrics;
• Consults with administrative office staff, including other administrative office program managers, performance analyst, and external fidelity monitor to develop metrics for implementation support effectiveness;
• Authors ad-hoc and annual reports on the status, utilization, and progress of the OCC, CJSC, and CSP;
• Contributes to the development and planning of onboarding and annual in-service educational materials for OCC, CJSC, and CSP employees;
• Performs such other duties as may be assigned by the Director, Deputy Director, or Statewide Supervisor in accordance with the standards, policies, practices, and operational needs of the OCC.
• Performs administrative duties as needed; and
• Performs other related duties as may be assigned by the Director, or their designee.

Minimum Requirements: These are the minimum requirements necessary to apply for the position of Program Manager, PP & Implementation Support:

A bachelor's degree; (a concentration in statistics, business analytics, or criminal justice research is preferred)

A minimum of 5 years of full-time experience, 2 of which must be in a full-time management/administrative capacity, is preferred. Experience with analytics and visualization software is required. Knowledge of Evidence Based Practice (EBP) principles for treatment in criminal justice population, especially risk/need assessment is preferred.

Knowledge of and ability to use personal computers and related software including
Office 365 (Outlook, Word, Excel, PowerPoint, and Access).

Knowledge of and ability to deal effectively and professionally with the general public as well as with local courts.

Ability to initiate and carry out projects with a high degree of independence;

Ability to organize work, determine priorities, establish clear work expectations and standards, and communicate effectively orally and in writing;

Ability to analyze problems and to develop effective solutions to problems; and

Ability to travel within the Commonwealth.
