DEFINITION:
Conducts investigations and performs special assignments in connection with disaster/emergency preparedness.

CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a higher level supervisor responsible for disaster/emergency preparedness programs in a large County Department, and are distinguished by their responsibility for conducting investigations and performing special assignments in connection with disaster or emergency preparedness. Incumbents of these positions must possess and exercise basic knowledge of Federal, State, and County policies, plans, and guidelines for disaster/emergency management.

Essential Job Functions

  • Investigates, analyzes, and makes recommendations concerning disaster/emergency preparedness problems, plans, and programs involving the County and its municipalities, private industry, and the general public.
  • Assists in developing standard disaster/emergency operations plans and acts as advisor to local governmental jurisdictions and agencies in formulating, coordinating, and updating disaster/emergency services legislation and programs.
  • Reviews the disaster/emergency services programs of cities to assure their conformance with Federal, State, and County policies and guidelines.
  • Assists in maintaining liaison with officials of Federal, State, and local jurisdictions and agencies concerned with disaster planning and operations.
  • Conducts research concerning developments and trends in disaster/emergency preparedness programs.


Requirements

MINIMUM REQUIREMENTS:
Three (3) years experience in a responsible administrative* or staff capacity** dealing with the investigation and solution of problems of organization, management, or coordination of governmental disaster or emergency services***.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
2 - Light: Light physical effort may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:

You must POSSESS and CLEARLY EXPRESS detailed years of experience performing relevant duties, related to the requirements within your online job application under the "Experience" area .

*Responsible administrative is defined as work typically in an administrative services branch of an organizational unit, including responsibility for the development of procedures and participation in policy formulation. Experience at the level of independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities planning, materials management, and general management.

** Staff capacity experience is defined as work performed in an advisory capacity to line managers to provide program and administrative support. Work includes assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; and programs and procedures for accomplishing work objectives.

***Examples of governmental disaster or emergency services are programs focusing on developing and maintaining emergency plans, protocols or processes; developing and/or providing emergency management training; coordinating staff emergency response units or support programs; coordinating or supporting program/organization crisis or disaster response, such as the Federal Emergency Management Agency (FEMA), Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS).

No out-of-class experience will be accepted.

EXAMINATION CONTENT:
Once we have determined that you meet the experience requirements described above, our examination process will consist of an evaluation of experience based on application information, desirable qualifications, and supplemental questionnaire information at the time of filing weighted 100% .

Applicants must meet the Requirements and achieve a passing score of 70% or higher on each part of the examination in order to be added on the Eligible Register (hiring list).

Passing this examination and being added to the Eligible Register does not guarantee an offer of employment.


ELIGIBILITY INFORMATION:
The names of candidates will be added to the Eligible Register in the order of their score group for a period of twelve (12) months following the date of eligibility.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS .
