Job Description

ABOUT THE POSITION

The Clark County Public Works Department is seeking qualified candidates to apply for the Traffic Safety Coordinator position. The position reviews traffic control plans for compliance with all laws and regulations. The ideal candidate will be a part of the Development Offsite Inspection Unit in the Construction Management Division.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

Human Resources reserves the right to call only the most qualified applicants to the selection process.

Some positions may be used to fill term Limited-Permanent positions. The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment. The successful selected candidates will be eligible for benefits during the duration of employment.

Some positions may be Grant Funded. Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

MINIMUM REQUIREMENTS

Education and Experience: Equivalent to graduation from high school AND any combination of three (3) years of full-time experience developing and/or reviewing traffic control plans or in performing road or highway construction/maintenance work. Supplemental course work in traffic planning, traffic control or in the placement of traffic warning devices is preferred.

Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Do not substitute a resume for your application or write "see attached resume" on your application.

Working Conditions: Work extended shifts or be called back in emergency situations. Work out of doors in all weather conditions. Work with exposure to heavy traffic.

Licensing and Certification: Some positions may require possession of a valid Nevada CDL Class B driver's license. Some positions may require obtaining a supervisor level ATSSA certification within qualifying or probationary period. Some positions may require a valid Flagger certificate within six (6) months of date of hire.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

Medical Examination: Employment is contingent upon the results of a physical examination performed by our examining physician.

Drug Testing: Employment is contingent upon the results of a pre-employment drug examination and may be subject to random drug testing in accordance with DOT requirements.

EXAMPLES OF DUTIES

Public Works: Checks the assigned vehicle for condition and safety on a daily basis; ensures that the proper equipment and materials are loaded to bring to assigned work sites. Organizes the traffic flow for each assigned crew; places appropriate warning and marking devices within laws and regulations; directs the placement and activity of flagging staff if required for the job. Inspects traffic control set up performed by maintenance and repair crews for appropriateness and compliance with all laws and regulations. Constructs traffic safety signs and devices; orders supplies and materials; cuts, fabricates, stencils and cleans signs and marking equipment as required. Maintains an inventory of traffic control signs, cones and other safety devices; orders additional supplies as required. Works with maintenance crews to reinstall permanent signs after construction, repairs guardrails, responds to emergency oil spills and performs other general road and related maintenance work. Instructs construction and maintenance crews regarding the proper method to set up traffic warning devices and barricades. Drives a motor vehicle to and from work sites; determines the most effective route to reach assigned work sites. Operates heavy equipment such as a dump truck to transport signs and barricades as required. Maintains accurate records regarding work performed and materials in inventory; may prepare summary reports as required. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer, in the course of the work.

Instruct construction and maintenance crews regarding the proper method to set up traffic warning devices and barricades. Reviews plans, maps, specifications and other documents to ensure conformance with federal, state, county, and industry codes and regulations; notes changes required and follows up as necessary. Interprets, explains and enforces regulations, ordinances, and policies to developers, contractors, representatives of other agencies and the changes to plans and problem resolution. Inspects safety aspects, including barricades, of the jobs in progress; advises contractors to observe applicable safety rules and regulations. Maintains logs of inspection performed; prepares periodic and special reports as required. Forwards plan packages to other departments and agencies for review; coordinates review with departments and agencies and coordinates the plan checking process to ensure all applicable standards have been met. Recommends necessary changes to obtain compliance with codes and requirements; conveys this information to the individual submitting the plans and suggest alternative ways to meet code requirements. Advises construction management and inspectors and others regarding problems that may occur in the field. Drives a county vehicle to visit work sites and attend meetings. Maintains accurate records regarding work. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Uses standard office equipment, including a computer in the course of the work.

PHYSICAL DEMANDS

Strength and mobility to work in a typical field maintenance setting, including operating hand and power tools and driving a motor vehicle to work sites; stamina to perform sustained physical labor; strength to lift and maneuver materials and equipment weighing up to 75 pounds with proper equipment; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over a radio or telephone.
