The City of Tustin is currently recruiting for two positions for Assistant or Associate Engineer, depending on qualifications. The vacancies are assigned to the Transportation and Water divisions of our Public Works Engineering Department. Under general (Assistant) or limited (Associate) supervision, performs responsible, complex and professional civil engineering and administrative work in the field or office associated with the design, development, investigation, construction and maintenance of public works and/or water utility facilities; and performs related duties as assigned.

Assistant Engineer : This class is characterized by its responsibility for the performance of professional engineering work of average difficulty. It differs from the Associate Engineer class by the latter's responsibility for independent engineering analysis and project management responsibilities.

Associate Engineer: This is the journey to advanced journey level class in the professional civil engineering class series. Incumbents work independently on assignments and may be involved in planning, managing, and/or directing the work of junior or assistant engineering staff and/or consultants.

SELECTION PROCESS:
Application materials will be carefully reviewed to identify those candidates who meet the minimum qualifications for this position. Individuals who are best qualified will be invited to participate in a panel interview. All candidates who pass the panel interview will earn placement on the eligible list, which may be used for current and future vacancies in the job classification.

Examples of Duties

Includes but are not limited to the following:

Participates in a variety of professional and sub-professional engineering work, including the preparation and review of private development plans, subdivisions, special projects, project specifications and public counter operations; acts as project manager or resident engineer for Public Works and/or Water Division construction projects; directs and coordinates project inspections; performs plan and map checks for subdivision development; may draft ordinances according to general instruction.

May supervise and participates in the preparation and review of pre­liminary and final engineering plans, cost estimates, and specifications for public works, municipal projects, and/or water utility projects such as distribution and transmission mains, water wells, pump stations, and reservoirs; evaluates compliance with laws, ordinances, and acceptable engineering standards, and recommends corrections or improvements; participates in the preparation of legal descriptions and deeds for easements and rights-of-way.

Participates in the preparation of requests for proposals relating to projects requiring contract engineering work; directs the preparation of project cost estimates for competitive bidding purposes; reviews plans of consulting engineering firms performing work for the City and evaluates their performance; performs construction contract modifications and negotiates contract changes.

Reviews operational procedures to ensure compliance with applicable policies and quality control standards as well as to ensure currency in technique; recommends changes to departmental procedures, policies, and regulations including engineering design standards.

Provides technical assistance to other departments and City personnel; assists in the design and construction of public works facilities, including streets, water, sewer, and storm drainage systems.

Compiles and analyzes statistical data and prepares technical reports relating to public works and/or water projects and programs; assists in the preparation of cost projections for the department budget and monitors expenditures; assists in preparing annual capital improvement budgets.

Coordinates engineering activities and represents the City in meetings with other department staff, City personnel, and other internal and external agencies to ensure timely progress and completion of projects; may attend and make presentations to City committees and commissions.

Coordinates the work of consultants; may review the work of Division field personnel in a variety of areas including the installation and repair of pipelines, valves, services and other water related appurtenances and make recommendation for improvements; defines project scope of work; prepares specialized studies, cost analysis studies, specifications, work schedules, and investigations on public works, municipal, and water-related projects.

Develops public works, municipal and water-related programs/procedures; may schedule, assign, review, monitor, and evaluate training for both professional and sub professional engineering staff.

Minimum Qualifications

Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include:

Graduation from an accredited college/university with a bachelor's degree in Civil Engineering and:

Assistant Engineer: two years of increasingly responsible experience in the field of civil engineering or closely related field preferably in public works, the water industry or an associated municipal function.

Associate Engineer: three years of increasingly responsible experience in the field of civil engineering or closely related field preferably in public works, the water industry or an associated municipal function.

SPECIAL REQUIREMENTS:

Possession of or ability to obtain a Class C California drivers license and a satisfactory driving record.

Associate Engineer : Possession of a certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

Knowledge of:

Assistant Engineer: Considerable knowledge of civil engineering principles, methods, and practices as applied in the planning, design, and construction of municipal public works and water utility projects; laws and regulations governing the design and construction of streets, water systems, capital projects, and other public works including CEQA, Subdivision Map Act and Public Contracts Code and office management; the methods employed in the preparation of land development projects; budgets, contracts, agreements, plans, specifications, procedures, and forms associated with public works projects; hydraulic principles in pressure pipeline systems; water system operations and standard practices; water quality regulatory standards; monitoring requirements and reporting methods; computer-assisted hydraulic analysis.

Working knowledge of City government and issues of concern to developers, property owners, contractors, private engineers, and others when dealing with the City on engineering matters; varied and alternative financing mechanisms for public works projects, including municipal finance principles and special assessment districts.

Associate Engineer: Thorough knowledge of civil engineering principles, methods, and practices as applied in the planning, design, and construction of municipal public works and water utility projects; laws and regulations governing the design and construction of streets, water systems, capital projects, and other public works including CEQA, Subdivision Map Act and Public Contracts Code and office management; the methods employed in the preparation of land development projects; budgets, contracts, agreements, plans, specifications, procedures, and forms associated with public works projects; hydraulic principles in pressure pipeline systems; water system operations and standard practices; water quality regulatory standards; monitoring requirements and reporting methods; computer-assisted hydraulic analysis.

Considerable knowledge of City government and issues of concern to developers, property owners, contractors, private engineers, and others when dealing with the City on engineering matters; varied and alternative financing mechanisms for public works projects, including municipal finance principles and special assessment districts.

Ability to :

Review and check complex engineering designs, computations, plans and studies; plan, direct, and coordinate public works, municipal and/or water engineering programs; operate programs within allocated amounts; respond to emergency and problem situations in an effective manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management and engineering principles and practices; interpret financial statements and cost accounting reports.

Communicate effectively orally and in writing; plan, organize, and carry out studies and analysis; prepare clear, complete, and technically accurate reports correspondence, analytical studies and other written materials using standard office and computer equipment; analyze data, develop recommendations based on findings, and reach sound and defensible conclusions; collect data; work effectively with various governmental agencies, private firms, and the general public; analyze situations and take effective action; speak before groups, organizations, regulatory bodies and professional meetings, respond constructively to conflict and develop effective resolutions; establish and maintain effective relation­ships with the community at large, the City Council, and other public officials.

Skill in:

Operating an office computer and a variety of word processing, data management and other software applications.

Working Conditions & Physical Demands

Position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, plans, specifications and other information. Acute hearing is required when providing telephone service and communicating in person. The need to lift, drag and push files, reports, specifications, plans or other materials weighing up to 25 pounds also is required. This position is also expected to perform inspections of work in the field that may require walking on uneven ground, working around machinery, fumes, dirt and gas, and in varying temperatures.

FLEXIBLE BENEFIT PLAN
The City provides a specific dollar amount to each employee to use toward the purchase of individual or family health coverage, dental plans, vision coverage, additional life insurance, deferred compensation, and other optional benefits. Currently, the flexible benefit amount for Employee + 2 is $1735per month.

The City contracts through CalPERS medical program (PEMHCA) which offers multiple PPO and HMO options for health insurance providers. Employees also have the choice of Delta Dental PPO or HMO plans.

RETIREMENT
Employees will be enrolled in a defined benefit (pension) plan with the California Public Employees Retirement System (CalPERS). CalPERS determines the retirement plan in which a new employee will be enrolled based on the individual's membership status with CalPERS or a reciprocal retirement system on the individual's first day of employment with the City.

Classic CalPERS members will be enrolled in the 2% @ 60 plan, with an employee contribution of 10% (pre-tax). New CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 ("PEPRA"), will be enrolled in the 2% @ 62 plan, with an employee contribution of 6.25% (pre-tax). The City does not participate in Social Security, though participation Medicare is mandatory (1.45% employee contribution).

DEFERRED COMPENSATION
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program and the City contracts with Nationwide Retirement Services.

GENERAL LEAVE
General Leave may be used for vacation and/or illness. Annual accrual amounts increase from 160 to 248 with years of service.

HOLIDAYS
The City has 13paid holidays per calendar year.

LIFE INSURANCE
Full-Time employees receive a $100,000 life insurance policy.

LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident.

ALTERNATIVE WORK SCHEDULE
The 9/80 alternative work schedule is available for most full-time positions.

RETIREE HEALTH INSURANCE
Employees who retire from the City of Tustin with ten (10) years of full-time service and continue enrollment in the City's health plan are eligible for reimbursement of $250 per month toward retiree health insurance costs. Employees first hired into a benefitted position with the City of Tustin prior to July 1, 2011 are eligible for this benefit after five (5) years of service.

TUITION REIMBURSEMENT
After passing the probationary period, employees may request reimbursement up to a maximum of $4000 per calendar year for tuition and related expenses when attending a community college or four year university.

EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of legal and counseling services.

MEDICARE
All newly hired employees contribute a portion of gross salary for Medicare coverage. The employee contribution to Medicare is 1.45%.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.

SPECIALITY PAY
The City has specialty pay for designated positions. Examples of specialty pay include Bilingual Pay, Water Certificate Pay, Stand-by Pay, Call-Back Pay, and Shift Differential.
