The City is currently seeking candidates for the role of City Auditor which is an appointed employee of the City Council (Council) responsible for functioning as an objective evaluator on the effectiveness of municipal activities, operations, and programs. Under the supervision of the Council, they provide audit-related services for the benefit of the Council as well as the City Manager and senior management. Their work administers a variety of services intended to affirm existing internal control systems and/or identify operational or internal control weaknesses, if any, for correction, implementation, or improvement by management.

The ideal candidate is someone comfortable interacting with an engaged public in a highly visible environment and has progressively more responsible experience in governmental or internal auditing with a strong commitment to action when dealing with pressure and ambiguity of complex issues and situations. The City Auditor must have a bachelor's degree with major coursework in accounting, finance, business, public administration, or other related field and must have or be able to obtain a Certified Public Accountant or Certified Internal Auditor Certification within twelve months of hire. Previous supervision experience is preferred.

The City Auditor is an appointed employee of the City Council (Council) responsible for functioning as an objective evaluator on the effectiveness of municipal activities, operations, and programs. Under the supervision of the Council, they provide audit-related services for the benefit of the Council as well as the City Manager and senior management. Their work administers a variety of services intended to affirm existing internal control systems and/or identify operational or internal control weaknesses, if any, for correction, implementation, or improvement by management.

Key Responsibilities
  • Works with the Council, through its Audit Liaison members, to develop an annual risk assessment to identify areas to perform audit related services for the development and implementation of the annual audit plan; performs and supervises internal audits in accordance with the audit plan and any special requests which may be identified and approved by the Council outside the plan.
  • Collaborates with a wide variety of stakeholders including City management, other City staff, and the Audit Liaison members; coordinates and facilitates with various City departments and programs to ensure timely completion of the internal audit plan and follow-up on audit recommendations; communicates audit timelines, staff support expectations, and management responses on reportable findings.
  • Meets regularly with the Audit Liaison members to review draft internal audit reports and the progress on the approved audit plan prior to issuing such reports to the Council; prepares and delivers effective audit report presentations to the City Council and/or management.
  • Recruits, hires, trains, and supervises additional internal audit staff as authorized by the Council.


Qualifications

Experience: Six years of increasingly responsible experience in governmental or internal auditing is required. Shall be comfortable dealing with an engaged public in a highly visible environment and must make sound and well-informed decisions affecting multiple stakeholders. Must also possess honesty, integrity, creativity flexibility and the ability to build relationships and gain the respect of peers within the organization. Requires the ability to commit to action when dealing with pressure and ambiguity of complex and controversial issues and situations while demonstrating an understanding and respect for the difference of roles between the Council, City Manager, and City departments. Prior supervision experience is preferred.

Education: A bachelor's degree with major coursework in accounting, finance, business, public administration or a related field is required. Additional relevant and progressively more responsible experience may substitute for education.

Licenses & Certifications: Possession of, or ability to obtain, a Certified Public Accountant or Certified Internal Auditor Certification within 12 months of hire is required.
