Position Description: The Local Emergency Planning, Response, & Exercise Specialist (LEPRES) is distinguished from the Local Emergency Response Coordinator (LERC) in that the LEPRES provides technical assistance, capacity, and support to the LERC working with public health, other healthcare providers and partners, whereas the latter oversees the comprehensive emergency response operations within an assigned geographical area in the event of a public health emergency or disaster. Emergency Management Specialists perform cross-discipline tasks supporting all day to day and long-term Local Emergency Response operations within and outside of the Oklahoma State Department of Health and District 3.

Duties:
  • Develops and maintains Emergency Operations Plans in coordination with the LERC, District leadership, local Emergency Managers, Local Emergency Preparedness Committees, and community partners - specifically ESF8/Annex H.
  • Develops and maintains a Medical Counter Measures (MCM) program to achieve the standards and desired outcomes found within the Operational Readiness Review (ORR) and CDC MCM guidance for mass dispensing and vaccination.
  • Develop and maintain inventory of all medical facilities, medical equipment providers, food establishments, retail grocery and/or other perishables that rely on refrigeration and freezers for anything needing refrigeration storage (cold storage).
  • Provide documentation and data for annual Operational Readiness Review (ORR) and adhere to State and CDC ORR policy, tools, and reports through the reporting platforms.
  • Conduct self-assessment of District MCM program to ensure compliance of CDC guidelines, State requirements, and ORR guidelines/reporting platforms.
  • Maintain current database of Points of Dispensing Sites (PODS) (open and closed) to include site name, address, phone number and point of contact.
  • Maintain documentation of coordination for dispensing sites and the associated workforce to meet the potential need to vaccinate/prophylaxis first responders and the entire district population within time frames specified by the Centers for Disease Control and Prevention.
  • Conduct an annual review and update as required all MOUs/MOAs associated with management of pharmaceutical/medical supply and equipment for disaster response, to include, but not limited to, facility owners/managers, local EMA, and Public Health.
  • Coordinate with local businesses; government agencies, healthcare facilities, churches, and private organizations to enroll as Closed PODs. Provide training and facilitate planning for site once enrolled.
  • Work with community and District partners to build relationships to meet goals of planning and response programs.
  • Lead District Medical Reserve Corp program.
  • Active team member within the District Community Outreach team.
  • Represents the district and local CHDs in community outreach, planning, and engagement activities.
  • Input program activities into State SharePoint site on a quarterly basis.


Minimum Qualifications:

Required-A Bachelor’s Degree in Public Health, Public Administration, Emergency Management, Meteorology, Information Technology or a combination of education and experience.

Physical Demands and Work Environment: This position is set in an office environment, computer based. While performing the duties of the job, employees are frequently required to stand, walk, lift, and reach.

Telework: This position is not eligible for Telework.
