Job Description

General

The Manager, Transit Oriented Development works under the general direction of the Director of Real Estate & Property Development, and the direct supervision of the Deputy Director of Real Estate & Development, and is responsible for implementing all real estate activities necessary to support Transit Oriented Development (TOD) projects of the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

Essential Functions & Duties

  • Supervise Property Management staff who manage the Agency’s lease portfolio. Hire, mentor, and take appropriate corrective and/or disciplinary action. Participate in selection, coordinate staff training, establish performance objectives, and perform performance appraisals.
  • Manage TOD programs on SamTrans and TA-owned real estate. Provide support to develop, plan, negotiate, and implement the TOD and Joint Development Project programs.
  • Oversee development business plans and financial forecasts of potential and proposed real estate projects.
  • Serve as subject matter expert on federal, state, and regional statutes, proposed legislation, and regulations pertaining to TOD.
  • Monitor and advocate for SamTrans’ interests, with the help of government affairs, in legislation relating to development, density, etc, for promotion of TOD and joint development.
  • Serve as a liaison with internal and external stakeholders on all TOD matters.
Examples of Essential Duties:
  • Oversee the daily functions, operations, and real estate activities in support of the TOD and Joint Development Program.
  • Manage all aspects of the TOD projects from beginning to completion including policy development and maintenance, project planning, stakeholder meetings, budget, schedule, entitlement process, RFP/RFQ, developer selection process, Board Presentations, etc.
  • Lead negotiations for long term land leases and other disposition agreements for TOD and joint development projects.
  • Develop and maintain working relationships with internal and external stakeholders to support development opportunities; resolve issues; and to develop consensus on project and schedule.
  • Work closely with community members, neighborhood councils, businesses, property owners, neighborhood groups, and various public/private organizations to address concerns.
  • General property research
  • Collaboration with internal divisions to further TOD goals and objectives employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.


Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
  • Bachelor’s degree.
  • Five years of full time progressively responsible real estate development and TOD planning experience.
  • Two years of experience in a supervisory role.
Preferred Qualifications:
  • Effective oral, written, and presentation skills.
  • Experience with project management is desired.
  • Proficient in Microsoft Office Suite
