The City of Palo Alto is looking for a dynamic, proactive leader with a passion for public service to serve as a Management Analyst in the Administrative Services Department reporting to the Revenue Collections Manager. Successful candidates will be well-rounded, agile, top performers with experience in administering the business tax program and general analysis. This position requires an incumbent to have excellent interpersonal skills and an accomplished financial professional with fiscal analysis and project management skills, experience developing new policies and a highly collaborative management approach.

The City of Palo Alto Administrative Services Department (ASD) provides proactive financial and analytical support to the other City departments and decision-makers, to safeguard and facilitate the optimal use of City resources. ASD provides excellent customer service to decision-makers, the public, employees, and City departments; provide analytical, organizational, and administrative support for a wide variety of projects; records, monitors, and protects City assets in a responsible manner; provides essential financial management and forecasting reports; and prepares and presents financial report to various committees and City Council.

The Position

We are seeking a highly motivated and analytical Management Analyst to join the Administrative Services Department. This role will focus on applying business process improvement methodologies to optimize the efficiency and effectiveness of our business tax and business registry functions. You will work collaboratively with other City staff to identify areas for improvement, develop and implement solutions, and measure the impact of changes.

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to the following;

  • Manage the day-to-day interactions with business tax and business registry customers.
  • Prepare business tax and business registry reports for management.
  • Resolve business tax and business registry issues with the City’s managing firm.
  • Resolve business tax and business registry customer issues.
  • Monitor business tax and business registry collections and proactively raise matters to management
  • Provide a high degree of customer service to business tax and business registry customers.
  • Monitor the City’s managing firm’s performance in collecting business tax and business registry
  • Participate in meetings with the City’s managing firm related to customer service and compliance issues.
  • Provide cash management support to the Treasury team.
  • Support the Treasury team as needed in various functions such as monitoring Transient Occupancy Tax (TOT) and Utility Users Tax (UUT) revenue and providing support in Quarterly Sales Tax reporting and Revenue Forecasting.
  • Special projects as assigned by Management.

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

Bachelor's degree in a related field and three years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
