Job Summary

Are you an experienced payroll professional with a knack for leadership and process improvement? The City of Grand Prairie is seeking a meticulous and proactive Payroll Supervisor to lead our payroll team. In this crucial role, you will ensure the accurate and efficient processing of payroll, playing a key role in maintaining the financial health of our city's operations.

The purpose of this position is to oversee the daily operations of the payroll staff in processing payroll for the City. This is accomplished by assisting Payroll Coordinators in normal day-to-day assignments, making decisions regarding how to proceed to correct system, calculation and/or payment errors, reconcile daily/weekly/monthly/annual payroll reports, and use knowledge and experience to determine the efficiency of the current Payroll process and how to improve it. This position will generate and present periodic reports as determined necessary to ensure City payroll is paid promptly and accurately. Work is performed under the general direction of the Chief Accountant or Controller.

Essential Job Functions

Supervisory/Lead:
  • Provide leadership and guidance to the Sr. Payroll Coordinator and Payroll Coordinator overseeing responsibilities and serving as back up for payroll processing, related checklists, reconciliations, and reporting.
  • Serve as liaison with employees and department management/staff citywide ensuring compliance with policies and procedures.
  • Run daily, weekly, and monthly reconciliation reports to determine and correct outstanding issues.
  • Responsible for the maintenance and security of the City’s computerized Payroll management systems.
Research & Problem Solving:
  • Work with Chief Accountant and Controller to review reports ensuring the accuracy of payroll payments and related entries to the general ledger.
  • Provides support through troubleshooting and responding to escalated discrepancies in payroll, including but not limited to information gathering, documentation, processing, and payments. This involves researching with vendors, staff, other departments and/or IT to ensure transactions and records are accurate and timely.
  • Provide assistance and respond to Payroll questions/concerns to meet business needs.

Special Projects and Financial Support:
  • Subject matter expert for a variety of special projects with the Information Technology and the Human Resource Departments, analyzing and recommending enhancements to the payroll system.
  • Subject matter expert with new releases, testing of system upgrades, fixes and verification of results for accuracy.
  • Verifies, reconciles, and initiates corrections for financial and accounting records.
Collaboration and Communication:
  • Plans, coordinates, and provides training for all end users of the payroll software and timekeeping policy and procedures.
  • Develop a working knowledge of Payroll/Accounting systems and utilize strategic thinking to solve issues and resolve system error messages to keep process flows moving and includes the ability to analyze Payroll, AP transactions and GL accounts for reasonableness and advise on reconciliations or necessary adjustments as needed.
General and Administrative Duties:
  • Assists with accounting administration support by preparing correspondence to employees and vendors, preparing a variety of reports for managers, maintaining control files and or records management functions to comply with state retention schedules and/or other incidental office records; answering department calls and directing to appropriate staff.
  • Maintain regular and dependable attendance.
  • All other duties as assigned by a supervisor/manager within your department/division


Minimum Qualifications

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities may qualify. A typical way to obtain the knowledge, skills and abilities would be:

Education: Bachelor’s Degree

Experience: Minimum three to five years prior payroll processing, preferably in the public sector

Certifications Required: Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) highly desirable within 24 months of hire or promotion to position.
