Posting Expires: 7/25/24 Salary Range: $67,701.42- $112,907.12 General Summary Manages the Construction of Capital Improvement Projects for the City of Atlanta’s Department of Watershed Facilities and Conveyances. Facility Construction includes water, sewer and wastewater treatment plants, CSO’s and pump stations. Conveyance Construction includes sewage collection piping, potable water distribution piping, storm water piping, combined sewer storage tunnels and green infrastructure.
Performs various skilled and unskilled tasks associated with Capital Construction Project development, coordination and administration. This is a fully seasoned managerial level charged with responsibility for significant specialized functions within Office of Engineering Services Construction Management Division. Position manages a large group of employees, typically with intermediate supervisors, or a smaller group of specialized professional employees. Areas of responsibility are typically unique within the department. Position differs from Construction Manager I level in the size, impact, or technical complexity of the activities managed.
Works independently and only reports to the supervisor when necessary, approval or other direction is required. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle"
management. Establishes work methods, timetables, performance standards, etc. May make procurement or resource allocation decisions within departmental guidelines. Selects from multiple procedures and methods to accomplish tasks. May commit department to action. Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders. Required physical, lifting, and sensory capabilities are requirements to perform the job successfully.

- Oversee and direct construction projects from conception to completion
- Review the project in-depth to schedule deliverables and estimate costs
- Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations
- Coordinate and direct construction Contractors and subcontractors
- Select tools, materials and equipment and track inventory and deliverables
- Meet contractual conditions of performance
- Review the work progress on daily basis
- Prepare internal and external reports pertaining to job status
- Plan to prevent problems and resolve any emerging ones
- Negotiate terms of agreements, draft contracts and obtain permits and licenses as required
- Review contract documents for potential claims
- Analyze, manage and mitigate risks
- Ensure quality construction standards and the use of proper construction techniques evaluating and recommending solutions to problems or verifying consultant recommendations.
- Provides training, coaching and mentoring to all assigned staff; Manages, supervises and directs the staff, functions, operations, programs, classes, seminars and budget of the department's training division. Serves as technical lead in the initiation and development of Capital Construction Projects.
- Mitigates potential risks by incorporating clear and verifiable safety and quality requirements and procedures and enforcing the contract requirements for work plans, quality assurance and quality control and safety.
- Represents the City of Atlanta as the owner’s representative for The Department of Watershed Management Capital Improvement Construction Projects. Attends meetings with Neighborhood Planning Units (NPU) to discuss scope of projects and their effects on City neighborhoods, as required. Responds to emails and phone calls from internal and external customers concerning construction projects.
- Protects the City's infrastructure and surface waters by diligently enforcing the City's environmental regulations; and support the sustainable growth of the City while protecting our resources for future generations. Provides leadership in community outreach efforts related to watershed Capital Improvement Projects. Manages small to large design-build projects meeting schedule, scope and budget objectives per requirements of stakeholders. Meets design and construction expectations of Operations for small design and procurement projects including emergencies.
Required Knowledge, Skills, And Abilities - Proven working experience in Construction Management project delivery systems
- Advanced knowledge of Construction Management policies, procedures, and processes
- Expert knowledge of construction building products, construction details, and construction equipment
- Knowledge of construction related rules, regulations, and quality standards
- Understanding of all facets of the construction process from inception to completion
- Familiarity with Construction Management software including scheduling and project management information systems
- Ability to plan numerous and sometimes complicated tasks effectively
- Proficient in conflict and crisis management
- Management skill in in Human resources and leadership

- Dedicated practitioner of Quality Assurance and Quality Control
- Familiarity with water treatment and wastewater treatment processes

Additional Requirements Certified Construction Manager (CCM), Professional Licensed Engineer Certifications or
similar certifications preferred.
Minimum Education and Experience Requirements Bachelor’s degree with a major in Construction Management, Architecture, Engineering or related field. (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). 8 years of work experience in a Construction Management role with a federal, state or municipal governmental agency.
Preferred Education & Experience Master’s degree in Construction Management with an emphasis on water resources management, environmental science or policy, land use planning, civil engineering, soils science, or hydrology with some experience in water quality management and 5-8 years of experience in the design or construction of Water Management Capital Improvement Projects.
Licensures and Certifications None required. Certified Construction Manager (CCM), Professional Licensed Engineer Certifications or
similar certifications preferred.
