Job Description

Basic Function
Plans, directs, and controls the financial, administration, and project management services functions in any of Metro′s departments, including budgets, performance analysis, and staffing in support of agency goals and objectives.
This position supports all financial and business administrative needs within the Deputy CEO department. This includes the Metro Audit Services Department (MASD), Diversity & Economic Opportunity Department (DEOD), Program Controls, as well as other select initiatives.

Example Of Duties
  • Directs the development, analysis, and reporting of the department′s annual operating and capital budgets and the analysis of all other expenses budgeted in support of the unit′s operational functions
  • Manages the monitoring and analysis of on-going financial forecasts to ensure compliance with both the adopted budget and Metro operational goals
  • Develops and maintains programs in support of business unit goals
  • Develops and manages staffing plans
  • Authorizes the reallocation of resources to resolve operational problems and/or changes in priorities
  • Directs the development and implementation of effective operating performance monitoring and analysis activities to determine and maintain appropriate staffing levels
  • Directs research in all areas of operational effectiveness, including workforce allocations, cost efficiencies, and organizational issues
  • Tracks and monitors compliance of programs to ensure effectiveness
  • Develops and analyzes economic cost proposals, as necessary
  • Reviews board reports, policies, procedures, and other written communications
  • Supervises data collection activities and the preparation of statistical reports analyzing performance
  • Oversees the development, enhancement, integration, and use of computerized systems utilized by the department for financial and performance tracking and analysis
  • Consults with, and advises, management and staff on policies, procedures, and practices relating to the achievement of goals and objectives, financial management services, procurement, recruitment, and personnel issues
  • Participates in management meetings and decision-making processes to provide a strategic approach to problems and issues
  • Serves as project manager on major financial and analytical projects
  • Provides coordination between various departments for administrative, financial, and special project matters
  • Represents department on inter-agency and multi-departmental committees
  • Performs complex technical, statistical, and analytical financial planning and monitoring assignments
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor′s Degree in Finance, Accounting, Business or Public Administration, or a related field; Master's Degree in a related field preferred
Experience
  • Five years of relevant management-level experience performing financial and administrative functions, including performance analysis, preferably in the area of public transportation; some positions in this class may require specialized experience in area of assignment.
Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

  • Experience overseeing principles, policies, governance, initiatives, and funding plans in compliance with local, state, and federal activities for a public agency
  • Experience monitoring financial performance against budgeted objectives, tracking variances, identifying problems, and leveraging data to propose solutions to address challenges
  • Experience preparing financial analyses, budget proposals, forecasts, and financial plans
  • Experience overseeing and preparing, editing, and presenting correspondence to multiple departments and acting as a liaison for internal stakeholder communications to support all the departmental business functions

  • Theories, principles, and practices of financial, project, and organizational management
  • Theories, principles, and practices of the provision of bus and rail transportation services
  • Administrative principles and methods, including goal setting and monitoring, budget development and implementation, and personnel administration

  • Applicable federal, state, and local regulatory requirements and standards
  • Labor modeling, staffing efficiencies, and collective bargaining agreements
