Job Description

Introduction

The Assistant Traffic Operations Manager enhances traffic safety and mobility throughout the City by coordinating necessary use of the City's right-of-way and by minimizing street and sidewalk restrictions. This position manages compliance with all city, state and federal laws and regulations. The Assistant Traffic Operations Manager ensures road users (vehicular, pedestrian and special events) an efficient and safe environment, while still allowing construction/maintenance to be accomplished in a timely manner. The Assistant Traffic Operations Manager manages several programs and work groups, and coordinates decisions and activities with other city departments including Planning, Inspections Services, Tourism and Events and Police.

Minimum Qualifications

Education and Experience
  • A Bachelor's Degree in Civil Engineering, Construction Management, Transportation, or closely related field from an accredited educational institution.
  • Five years of increasingly responsible traffic industry experience.
  • Must have at least one year of Lead or Supervisory experience.
  • An equivalent combination of education and job-related experience may substitute for the education requirements on a year-for-year basis.
Licensing, Certifications and Other Requirements
  • Preferred: International Municipal Signal Association (IMSA) Work Zone and Signs & Markings certifications.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/services assignment.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Develops a cohesive right-of-way program. Acts as Liaison to other valley cities and the state (ADOT) regarding projects and events that impact right-of-way and traffic.
  • Supervises employees and coordinates personnel-related activities to include, but not limited to: training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
  • Reviews and approves temporary traffic control for large construction projects to minimize traffic and other right-of-way conflicts.
  • Manages the city's public parking program including administration, allocation, and regulation of street, surface lot and garage parking assets.
  • Provides timely problem resolution and recommends mitigation measures for right of way issues
  • Coordinates the City's street closures.
  • Manages traffic control for special events and emergency conditions.


Work Environment/Physical Demands

  • Performs most work in a City office environment but will perform some field duties.
  • Operate a variety of standard office equipment, including a computer, telephone, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
  • Travel to/from various locations for meetings and site inspections.
  • Visual and muscular dexterity to move in and out of traffic lanes.
  • Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (50 pounds).
  • Walk across trenches and dirt piles.
  • May be required to adjust the placement of barricade equipment.
