Position Scope

Under limited supervision assists the Chief Human Resources Officer in managing all aspects of the department including but not limited to talent acquisition, classification and compensation, employee benefits administration, employee relations, workforce management, policy and procedures administration, legal compliance, learning and development, safety/risk and budget management. This position requires excellent communication and interpersonal skills; strong analytical skills and attention to detail; and a positive, can-do attitude toward providing exceptional customer service.

Primary Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities.   • In collaboration with the Chief Human Resources Officer sets the tone, climate, and vision for the department, in support of the city culture. Cultivates inclusive and respectful working relationships that support a sense of belonging for all employees and community members.
  • Directs the daily activities of the talent acquisition and employee relations staff; plans, prioritizes and assigns tasks and projects; monitors work, develops staff skills, and evaluates performance.
  • Assists in directing, overseeing, and/or management of the comprehensive administration of the classification and compensation plan, talent acquisition, employee relations, workforce management, policies and procedures, and general HR administration.
  • Mentors and develops leaders and team members.

  • Assists in formulating and implementing City policies; identifies solutions and makes recommendations regarding operational and managerial challenges, long-range plans and programs.

  • Provides change leadership directly and/or indirectly to support the roll-out of new initiatives, projects, re-organization, etc.

  • Performs highly responsible, complex managerial support, and policy analysis.

  • Works in conjunction with Chief Human Resources Officer to ensure timely completion of requests and legally required documents and data relevant to personnel of the City.
  • Advises and assists employees, supervisors, directors, and city management in human resources matters by interpreting and applying human resources policies and procedures.
  • Oversees and conducts investigations, processes employee grievances, and works with employees regarding their issues or concerns.
  • Acts on the CHRO's behalf by assignment of delegation in director's absence.
  • Establishes and maintains proactive and appropriate work environment, tone, and continuous improvement culture for all aspects of the organization.
  • Provides day-to-day coaching and guidance to direct reports as needed.
  • Ensures HR practices, policies, and procedures comply with federal, state, and local employment laws and regulations.
  • Assists in the preparation, monitoring, and management of the HR department budget and city-wide position control.
  • Identifies cost-saving opportunities and efficient resource allocation.
  • Contributes to the development of the HR department's strategic plan, aligning HR initiatives with the city's long-term goals.

Minimum Qualifications & Position Requirements

Education and Experience:

Bachelor's degree in human resources, public administration or related field and seven years of increasingly responsible, professional level experience in a senior level Human Resources position, including four years of supervisory experience.

Preferred: Master’s degree in human resources, Business Administration, Public Administration, or related field; certification in human resources management (IPMA, PSHRA and/or SHRM).

Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Public sector experience a plus.

Necessary Knowledge, Skills and Abilities:

Knowledge of:
  • City policies and procedures.
  • State and federal laws relating to public employment.
  • Principles and practices of administrative management, personnel rules, financial management, budgeting, strategic planning and effective employee supervision and training.
  • Effective leadership and employee engagement strategies.
  • Principles of group dynamics and human behavior.
  • Contemporary human resource management principles including employee benefit administration, principles and practices of labor relations, the meet and confer process and contract administration.
  • Conflict resolution methods.
  • Confidential and record retention legal requirements.

Skill in:
  • Analyzing human resources issues, evaluating alternatives, and making logical recommendations based on findings.
  • Developing and implementing procedures for cost effective management of allocated resources.
  • Working under pressure of deadlines, and establishing and maintaining cooperative working relationships with employees, officials, other agencies, and the general public.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Managing staff, and delegating tasks and authority.
  • Operating a personal computer utilizing a variety of business software.
  • Computer software programs including MS Word, Excel, Access, PowerPoint, Outlook, HRIS systems.

Ability to:
  • Understand, interpret, and apply relevant federal, state laws and city rules and regulations.
  • Communicate effectively both verbally and in writing.
  • Establish and maintain positive, effective working relationships
  • Manage, train, develop and effectively lead others.
  • Collect, correlate, and analyze data; prepare summaries, recommendations, and reports.
  • Read, analyze, and interpret policies and procedures, general business periodicals, professional journals, technical procedures, and government regulations.

12-month goals
  • Meet all City leaders and teams.
  • Define and refine all current compensation practices.
  • Create and implement data strategies and build value-add KPIs for talent acquisition and employee relations.
  • Consult and inform on learning and development strategy and deliverables based upon trends assessed within employee relations.
