The Marketing Communications Consultant will be responsible for creative and strategic marketing account management, which includes the following:

• Managing advertising and promotions process for stakeholders.

• Creating and preparing integrated marketing communications plans and budgets, including paying invoices, tracking expenditures and adhering to brand guidelines.

• Executing marketing plans upon approval, including message development, multi-channel media planning, creative project management, managing workflow and metrics measurement.

• Coordinating creative recommendations for advertising and promotions strategy.

• Strategically plan and project manage video and animation-based commercials, working with videography and design professionals to deliver commercials for paid media.

• Converting technical copy into branded, digestible and customer-friendly messaging that prompts action.

• Acting as strategic and creative marketing liaison with cross-functional stakeholder teams with follow-up and follow-through, which may include giving professional presentations.

• Managing marketing campaign/program projects and details from campaign start to finish.

• Working with the market research team to leverage data analytics and market research to inform marketing decisions and work.

• Working with graphic designers and other team members to create effective collateral and other marketing materials.

• Evaluating effectiveness of marketing initiatives; tracking campaign and program metrics.

This position will: Advise stakeholders on best marketing communications methods to meet their business goals within the available marketing budget and help prepare/plan annual marketing budget. Research and facilitate most cost effective options for reaching goals, including community and business relations opportunities. Work with graphic designers and other team members to create effective collateral, advertising and other materials. Evaluate effectiveness of plan and calculate ROI /metrics. Follow City of Austin Purchasing guidelines in preparing requisitions and bids, and follow departmental processes. Pay invoices in a timely manner and track expenditures consistently.

This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

$33.05 - $42.14

Preferred Experience:
1. Integrated Marketing Communications - Experience in developing integrated marketing communications plans including the development and implementation of strategies, messaging, tactics and metrics for B2C and B2B customers.

2. Advertising - Knowledge of advertising ‘best practices’ including the use of market research in the development of advertising campaigns; launching and measuring paid promotional campaigns externally and internally. Experience in multi-channel media planning, buying and measurement and managing related budgets. Strategic planning of video and audio commercials for broadcast and streaming channels.

3. Branding - Experience in the management of brand consistency for all internal and outbound communications. Ability to act as gatekeeper of Austin Energy brand, and consult on guidelines for branding in advertising, promotions, internal publications, marketing and social media communications.

4. Consulting - Experience in collaborating with internal stakeholders such as program managers, as well as engineers, architects, web teams, public information officers, data experts, executives/management and graphic artists to advise the organization on effective marketing communications that advance organizational goals and benefit external customers.

5. Analytics and Market segmentation - Strong research and analytical experience in applying trend data and measuring media analytics including paid and owned. Knowledge of market segmentation, media markets, developing metrics and reporting on marketing campaign results and effectiveness. Experience using audience demographics and psychographics to build personas and influence the development of integrated communications strategies and tactics. Familiarity with Google Analytics desired.

6. Marketing project management - The ability to independently manage multiple marketing priorities and details to implement adopted marketing strategies in a detailed, deadline-driven and changing environment. PMP -certification desired.

7. Customer-focused writing and campaign development - Demonstrated ability to develop campaign messaging platforms (messaging, voice). Experience in developing/writing customer-friendly messaging based on research, customer data and compelling marketing writing best practices. Experience in the strategic development of creative marketing campaigns, including research-based concepting and creative consultation with designers for projects launching in multiple media and owned channels.

8. Marketing process - Experience in adhering to and consulting on establishing organizational processes, especially to contribute to efficient marketing workflow, marketing planning and working with graphic design team to maximize accountability and positive outcomes.

9. Experience working in marketing for an energy provider or energy utility, or for an agency supporting energy or energy utility stakeholders.
10. Ability to travel to various locations for regular work duties.
