Job Description

Basic Function
Provide complex analysis of bus and rail safety data, determine accident & incident trends, report safety data to the National Transit Database (NTD) system and serve as a liaison with NTD staff, and monitor the effectiveness of safety systems and mitigations to improve Key Performance Indicators (KPI).

Example Of Duties
  • Manages Metro's Corporate Safety incident/accident reporting system to capture industrial injuries, incidents, and accidents
  • Implements training programs, creates guidance materials, and updates information on safety reporting systems and new systems designed to track safety efforts, monitor compliance, and mitigate accident
  • Develops scope of work (SOW) for enhancements to the reporting system based on customer feedback and organizational changes
  • Reconciles discrepancies in accident, injury data and safety reports as requested by the CPUC, FTA, and NTD
  • Prepares complex safety reports for bus and rail KPIs to identify accident, incident, and injury trends
  • Analyzes, and submits bus and rail safety data per the NTD system requirements and serves as the single point of contact for NTD staff
  • Submits monthly safety and operational data per CPUC requirements
  • Retrieves submitted NTD data for agency and calculates annual targets for KPIs
  • Monitors effectiveness of various safety enhancements designed to improve KPI targets
  • Prepares trend analysis reports for various programs such as SAFE-7, Field Observation & Feedback, Facilities Inspections, and Efficiency Testing to determine compliance with agency requirements
  • Follows up and updates action items resulting from findings from audits, inspections, and accidents
  • Identifies analytics for Corporate Safety Bus and Rail, to provide supporting data around Metro safety objectives
  • Assists with various complex projects as assigned
  • Serves as a liaison with other departments to assure accurate interfaces between incident/accident/injury reporting system and other agency wide safety programs
  • Develops analytics models (e.g. through Power BI, Tableau, Excel, etc.) to extract and analyze data from various Metro systems to provide management with decision making tools for Corporate Safety Bus and Rail
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Requirements For Employment
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Occupational Health and Safety, Business, Public Administration, or a related field; Master's degree in a related field preferred

Experience
  • Five years of relevant experience performing operational systems support, and safety systems work

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions


Knowledge:
  • Theories, principles, and practices of public administration, management, organization, and safety databases
  • Relevant computer software applications (i.e., Excel, Visio, Access)
  • Mathematics and business statistics
  • Principles of safety analyses and trending techniques
Skills:
  • Using word processing, database, and spreadsheet personal computer software
  • Creating and presenting data reports, at both the micro and macro level
  • Interpreting data and analyzing results using statistical techniques
  • Developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality
  • Acquiring data from primary or secondary data sources and maintaining databases

Abilities:
  • Analyze situations, identify problems, and recommend solutions
  • Collaborate with team members to collect and analyze data
  • Use graphs, infographics, and other methods to visualize data
  • Structure large data sets to find usable information
  • Create presentations and reports based on recommendations and findings

  • Conduct training for operations staff on new safety systems designed to mitigate accidents
