Career Opportunity
The Palo Alto Regional Water Quality Control Plant is currently recruiting for a Senior Industrial Waste Investigator to lead staff assigned to the Pretreatment Program. The Senior Industrial Waste Investigator is the advanced journey level position within the Industrial Waste Technician/inspector/investigator series. In this role, the successful candidate will lead pretreatment staff and perform more advanced level work within the pretreatment program.

This position prepares and oversees the preparation of documents such as facility inspection reports, discharge permits, and enforcement responses; develops and maintains various databases and computer files; prepares technical and administrative correspondence and serves as a liaison for the Pretreatment Program with industry representatives and the public including negotiating permits and resolving any issues that may arise. A significant role will be to oversee the Pretreatment Program daily compliance activities along with ensuring implementation of Pretreatment Program elements such as the Industrial Discharger Monitoring Program, Vehicle Service Facility Inspection Program, and Dental Office Amalgam Separator Inspection Program and Stormwater Program elements including various C.4 inspections.

The City will be searching for a candidate whose experience is directly related to the duties and responsibilities of this position to include progressively responsible permitting, enforcement, field inspection work, hands on knowledge of sampling equipment and procedures, and a commitment to environmental stewardship and protecting community health through effective waste management practices.

This is a Service Employees' International Union (SEIU) position.

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:
  • Lead, plan, train and review the work of assigned personnel; assists Senior Engineer in performing staff performance evaluations by providing observations and feedback on work performance and training progress.
  • Provides technical guidance and functional supervision of staff assigned or assigned projects.
  • Verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
  • Prepare and oversee the preparation of documents such as facility inspection reports, discharge permits, and enforcement responses.
  • Develop and maintain various databases and computer files; prepare technical and administrative correspondence.
  • Develop, implement and manage water quality monitoring and surveillance programs; oversee the collection of water samples and the analysis and interpretation of data.
  • Assists Senior Engineer as the lead liaison for the Pretreatment Program with industry representatives and the public; negotiate and resolve issues that may arise.
  • Provides and or oversees the review of industrial facility and groundwater site building / site plans to ensure compliance with the City's Sewer Use Ordinance.
  • Issues discharge permits for and monitors groundwater discharges to the sanitary sewer system.
  • Investigates, or oversees the investigation of reports of illegal discharges and/or dumping of toxic substances into the sanitary sewer system.
  • Oversees Pretreatment Program compliance with the Enforcement Response Plan and local, state, and federal regulations related to discharges to the sanitary sewer system.
  • Resolves problems between City and industries related to discharges into the sanitary sewer.
  • Ensure adherence to safe work practices and procedures.
  • Develops, reviews, and updates standard operating procedures for the Pretreatment Program and assigned projects / studies.
  • Initiates and conducts special studies.
  • Perform related duties and responsibilities as required.

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:
  • Education equivalent to bachelor's degree in chemistry, biology, microbiology, environmental science, or sanitary engineering; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job and those listed above.
  • Four years of increasingly responsible experience in an industrial pretreatment program with a regulatory agency at a level equivalent to Industrial Waste Investigator.
