Job Description

ABOUT THE POSITION

The Clark County Election Department is seeking qualified candidates to apply for the Election Program Supervisor position. Recruits and liaisons with citizen early voting committee members; schedules early voting committee meetings. Manages early voting promotional campaign and budget. Seeks out and speaks in public forums to promote early voting program and recruit early voting workers. Identifies, coordinates, and contracts early voting sites; ensures all necessary communication and logistical support required for early voting sites and equipment is coordinated and in place. Coordinates required security arrangements for each site. Coordinates with election department support and technical personnel to ensure sufficient voting machines are programmed and available to meet anticipated voter demand; coordinates with other County departments to ensure availability of required support. The candidate will report to the Registrar of Voters. This position requires mandatory overtime during various periods in the election cycle. The overtime can include weekends and may be with little to no notice.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS

Education and Experience: Equivalent to Associate's Degree in Business, Communications, or a closely related field, and two (2) years of full-time experience which has included experience in one of the following: 1) business organization, employee/program management and public speaking; or 2) coordinating and presenting formal training programs, participating in employee recruitment programs, employee management, public contact and public/motivational speaking; or 3) technical or specialized election operations experience, including lead or supervisory experience. Equivalent combination of education and experience may be considered. Previous Election department experience is desirable.

Working Conditions Work overtime or off-shift work on a seasonal basis

Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment.

Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES

For All Program Areas:
Plans, organizes, assigns, supervises, reviews and evaluates the work of permanent and temporary election staff involved in one or more major election operation programs. Recommends selection of staff; trains and supervises assigned staff in work procedures; administers discipline as required. Provides input into budget and goal setting processes; maintains budgetary records related to assigned program(s). Develops, recommends and implements improved operation procedures, forms and work processes. Contributes to the overall quality of the department's services by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Compiles operational and statistical data and information; evaluates such data and recommends operational decisions based upon the information; maintains various records and prepares special and periodic reports. Prepares correspondence and answers inquiries, provides information and resolves complaints regarding election operations and logistics that requires the use of judgment and the explanation of laws, policies, rules and procedures. Drives a personal, rental or County motor vehicle.

Additional Duties by Program Area:

Early Voting - Recruits and liaisons with citizen early voting committee members; schedules early voting committee meetings. Manages early voting promotional campaign and budget. Seeks out and speaks in public forums to promote early voting program and recruit early voting workers. Identifies, coordinates and contracts early voting sites; ensures all necessary communication and logistical support required for early voting sites and equipment is coordinated and in place. Coordinates required security arrangements for each site. Coordinates with election department support and technical personnel to ensure sufficient voting machines are programmed and available to meet anticipated voter demand; coordinates with other County departments to ensure availability of required support.

Training and Recruitment - Develops and implements a yearly recruiting and training plan; develops curriculum; responsible for quality control of instructor and election day workforce. Develops and oversees evaluation program that ensures election workers have been adequately trained and capable of performing the duties required on election day. Ensures aggressive ongoing recruitment program by working with media and seeking out and speaking in public forums to recruit Election Day workers. Coordinates with other County departments to ensure workers are paid. Writes, updates, or edits training publications; oversees development and production of visual presentations. Develops training schedule and ensures training sites and rooms are reserved and coordinated; ensures voting machines and other logistical support required for training are coordinated and in place. Schedules instructors and students for appropriate classes and tracks student attendance. Routinely instructs classes.

Assistant to Sr. Election Operations Supervisor - Assists the Sr. Election Operations Supervisor in planning, organizing, assigning, supervising, reviewing and evaluating the work of a large staff, including, 11 election operations clerks and approximately 20 support staff, performing multiple election operations. Assists in providing for cross training of staff, assuring the most appropriate and effective utilization of staff resources at all times. Oversees the processing, data entry, and filing of all voter registration applications for the County. Supervises the field registrar program including recruitment and training. Assists in overseeing the processing of petitions. Assists in the development of election calendars; monitors details to ensure that deadlines are met. Assists the Sr. Election Operations Supervisor in overseeing the requests, assembly, mailing, receipt and tracking of mail ballots. Assists Sr. Election Operations Supervisor in overseeing candidate filing, and maintains all receipts and expenditure reports.

Mail Ballots and Candidate Filing - Supervises the processing, data entry, and filing of mail ballot requests. Supervises mail ballot activity such as the preparation of ballots, the assembly, mailing and tracking of mail ballots, and auditing reports. Supervises the mail ballot counting board. Reviews and processes candidate petitions and campaign reports. Provides organizational and administrative support for the Sr. Election Operations Supervisor. Oversees daily operations of the mail ballot staff and support staff. Assists in overseeing mail ballot tabulation on election night. Monitors details to ensure that deadlines are met. Compiles operational and statistical data and information for felon re-integration program; evaluates such data, maintains confidential records, prepares statistical reports and takes required action in reinstating felons onto the voter rolls.

Warehouse Logistics, Maintenance, and Election Support - Assists the Warehouse Election Operations Supervisor in overseeing all aspects of warehouse operations including: voting machine preparation for election day and early voting, maintenance of voting equipment, all logistics involved in preparing for an election (polling place supplies, coordinating equipment and supply delivery, meeting Americans with Disabilities Act (ADA) standards at polling places, signage preparation, warehouse building maintenance). Schedules and develops calendars for election processes and ensures deadlines are met.
