Job Description

Introduction

About the Position:
  • Reports directly to the Deputy Court Administrator or other court administration official designated by the Presiding Judge.
  • Abide by the Arizona Code of Conduct for Judicial Employees and, as applicable, the Arizona Code of Judicial Conduct.
  • With the coordination and approval of court administration and Presiding Judge, develops and administers the court security program and workplace violence prevention program in accordance with City policy for protection of City personnel and assets. Reviews and updates policy as needed.
  • Complete Arizona Supreme Court mandatory Security Training and ensure all Security and Screening Officers have also completed the required training.
  • Monitors and gives input on the security team budget to include but not limited to, justifications for personnel, supplies and equipment needs.
  • Supervises employees and coordinates personnel-related activities to include, but not limited to training, creating work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and writing performance evaluations.
  • Collects and analyzes data to make recommendations to court administration and the Presiding Judge.
  • Research and drafts operations orders, procedural orders, training guidelines and other written operational reports for the approval of court administration and/or Presiding Judge.
  • Visually patrols internal and external areas of buildings, including courthouse and parking lots, and responds to emergency situations.


Minimum Qualifications

Education and Experience:
  • A Bachelor's Degree from an accredited educational institution.
  • Four years of security experience in both facility and personnel security systems and operations.
  • Must have at least one year of lead or supervisory experience.
  • Any equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Licensing, Certifications and Other Requirements:
  • Qualify with firearms, on an annual basis, and other defensive tactics and/or less lethal weapons as appropriate to the job assignment.
  • Complete 16 credit hours of Arizona Supreme Court mandated training (COJET) per year.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on division/department/service assignment.

Essential Functions

Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Manages and resolves difficult and critical security problems.
  • Supervises employees and coordinates personnel-related activities to include, but not limited to training, approving work schedules, recommending/approving personnel actions, coaching and counseling, establishing performance goals, and written performance evaluations.
  • Leads and coordinates the court security and emergency preparedness committee (SEPC), of which meets on a regularly scheduled basis.
  • Ensures appropriate management is advised of all issues and problems.
  • Represents the Court at employee awareness events and department staff meetings to promote court security programs and initiatives.
  • Conducts physical site assessments and the formulation of security procedures, technologies, and operational protocols.
  • Coordinates security operations with law enforcement, fire, and other agencies as appropriate.

  • Most work is performed in a City office environment, City grounds or Court lobby or courtroom environment.
  • Some exposure to inclement weather and temperature extremes.
  • Visually patrols areas of buildings and responds to emergency situations.
  • Operate security equipment including but not limited to magnetometer, x-ray, hand wands and video monitoring systems by visually observing, reaching, bending, stooping and lifting materials.
  • Perform security work that requires standing and walking/moving continuous periods of time.
  • Perform reasonable, lawful self-defense tactics and restraint of combative persons.
  • Use self-defense weapons, as issued and trained, up to and including the use of firearms in lethal force situations.
  • Visual and muscular dexterity to operate equipment, computer and two-way radio.
  • Concentrate on and complete tasks in the presence of distractions.
  • Lift and carry materials weighing up to 40 pounds.
  • Operate a variety of standard office equipment including computer, telephone, calculator, copy and fax machines requiring continuous and repetitive arm, hand and eye movement.
  • Work independently and provide after-hours coverage on an assigned basis.
