DCD is seeking an ASSOCIATE PLANNER to join our team! The Associate Planner will serve in the Development Services and Engineering Division with the Department. Under the direction of the assigned supervisor, this position will review and process land use and environmental development permit applications. The incumbent will also assist residents with general permit or development code inquiries, as well as assist senior level planners by conducting analysis, research, and assist in preparation of code development activities.
The position may also support other projects as assigned.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's degree in planning or closely related field from a college or university accredited by an agency recognized by the US Department of Education with major coursework in major coursework in urban planning, city and regional planning, OR
  • Four years of progressively responsible technical or professional work experience in land use and environmental review and permit processing, OR
  • Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to perform the work.

PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
  • Two years experience as a planner or equivalent experience.
  • Experience with Washington State Growth Management Act, State Environmental Policy Act, Shoreline Management Act, long range planning, and community planning.

Positions in this class typically require:
  • Working primarily in an office environment with some off-site meetings and project site visits.
  • Attendance at meetings outside of normal working hours at various locations throughout the County and occasional travel outside the County may be required.
  • Exposure to a variety of weather conditions may occur while off-site and/or conducting field inspections.
  • Vision sufficient to read source materials and computer screen data.
  • Sitting for extended periods of time.
  • Standing for long periods of time and the ability to walk through rough or uneven terrain may be required to conduct field inspections and site visits.
  • Reaching, handling/grasping documents.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately both in-person and on the telephone.

ILLUSTRATIVE EXAMPLE OF DUTIES

In this role, you will have the opportunity to:
  • Review development applications and site plans for compliance with local and state regulations and monitor applications through adoption stages, developing and preparing additional related data as required.
  • Provide information to all sectors of the public pertaining to development applications, ordinances, codes and related development information.
  • Provides information on basic environmental issues.
  • Develop standard call flows and client responses to address general inquiries from the public.
  • Monitor assigned land use and environmental application through approval, developing and preparing additional related information as required.
  • Prepare staff reports of finding, including recommendations and supporting data for approval and submission to the Hearing Examiner, Planning Commission and/or Board of Count Commissioners.
  • Conduct limited research, develop public participation programs and prepare recommendations for drafting or revising local legislation and plans. Conduct technical review and revision of permit forms and brochures.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
