About the position:
The City of Portland is seeking to fill up to two Capital Project Manager III positions within the Portland Bureau of Transportation’s (PBOT) Major Projects and Partnerships and Capital Delivery Divisions. One position is part of a team of project managers and engineers that manage the City’s involvement in some of the region’s “mega” transportation projects. The other positions is part of PBOT’s team of project managers leading the delivery of medium- to large-sized projects on the city street network. See more details about each division below:

• Major Projects and Partnership Division (MPP, one available position): This division works on big transportation projects that affect the traveling public and our local streets throughout the entire metropolitan region such as regional transit, freeway, and bridge projects. This position is responsible to work in partnership with other regional and state agencies (TriMet, Multnomah County, Metro and ODOT) while leading all City bureau’s involvement in the delivery of the projects through environmental planning, design, and construction. The current portfolio of projects managed by MPP are valued at over $10 billion in capital investments over the coming years and will ultimately involve services from hundreds of City employees during the life of their planning, design, permitting, and construction phases. Current projects in MPP’s portfolio include the Earthquake Ready Burnside Bridge, Portland-Metro Levee System Road projects, I-5 Rose Quarter, and the 82nd Transit project. A current project that this position will manage is the I-5 Bridge Replacement Program including active transportation and local street improvements and the MAX Light Rail extension. The Montgomery Park Streetcar extension may be added to the portfolio during the next fiscal year.

• Capital Delivery Division (CDD, one available position): This team of 20 project managers and other professionals implements PBOT’s $500 million capital program, focused on safety, major maintenance, and multi-modal “complete street” projects on the city street network. CDD works in close partnership with other PBOT work units including Transportation Planning, Engineering, Traffic Systems, Construction, Right-of-Way Acquisition, and Maintenance Operations; as well as consultants, contractors, and other agencies, to deliver a variety of transportation projects across the city. CDD project managers also lead public involvement and stakeholder relationships associated with their projects. Upcoming projects that this position may manage include the N/NE Broadway/Weidler Main Street project, the Montgomery Park Streetcar extension, future Local Improvement District projects, and other projects as assigned.

In both MPP and CDD, what you’ll get to do:

• Work independently and act as the City’s main contact related to transportation projects.
• Collaborate with traffic and design engineering staff, right-of-way professionals, construction and procurement staff, other City bureaus, partner agencies, consultants, as well as Maintenance Operations and private contractors.
• Develop, monitor, and report on budget and development of staffing and financing Intergovernmental Agreements.
• Develop and monitor project schedules, including balancing and prioritizing multi-project workloads and deliverables as appropriate.
• Oversee City involvement in NEPA processes and other environmental reviews.
• Oversee technical analysis and design work to meet City standards.
• Negotiate resolution of issues that are technical, procedural, and political with partners and other City bureaus.
• Create and implement project regulatory frameworks for the unique impact of each project on City facilities whether on private property or in public ROW.
• Apply City’s regulatory authority to manage phased construction projects in ROW and ensure detailed traffic control during construction.
• Collaborate with other agencies’ project leads and stakeholders to move projects forward in alignment with PBOT’s strategic goals focused on transportation justice and climate change.
• Balance City bureaus’ interests while championing projects within City’s regulatory framework.
• City Council briefings and individual commissioner prep sessions.
• Ensure projects fulfill requirements of coordination with City’s design commission, landmarks, planning commission, PBOT modal committees and interest groups.
• Perform and coordinate equitable public involvement strategies and activities, as well as manage stakeholder relationships, associated with City projects.

While these positions do not design and build projects directly, and they do not require and engineer’s license, a general knowledge of infrastructure design and engineering principles as well as construction and project delivery are preferred.

• Problem Solver: You can identify problems early and utilize active listening & effective communication to find resolutions.
• Project Manager: You have knowledge of project management principles and can support, lead, and review various projects at various stages including environmental planning (NEPA), design, and construction. These projects may vary greatly in scope.
• Results Driven: This position is high pace, dynamic, and requires a candidate who can hit the group running with a focus on finishing tasks in a timely, accurate, and professional manner.
• Equity Focused: So much of what we do within the City involves pausing and looking at each project through an equity lens. Your lived and/or project experience with ensuring processes and project outcomes are equitable is important.

To Qualify

Applicants must specifically address and demonstrate in their supplemental question responses and resume/work history how their education, training and/or experience, meets each of the following minimum qualifications:

Knowledge of transportation principles, practices, current trends, regulations, standards, and laws, specifically those advancing PBOT’s strategic goals to advance racial equity and reduce carbon emissions in our transportation system.Experience applying management and program planning techniques, and public works project funding, budgeting, and objective development.Ability to apply federal, state, and local laws, codes, and regulations regarding public works project delivery.Experience interacting, engaging in problem-solving and team building, and partnering with a diverse array of agency partners, citizens, community groups, developers, and contractors.Experience exercising sound independent judgment and initiative within established guidelines such as evaluating alternate project approaches and adopting effective solutions.

Although not required, you may have one or more of the following:

• BA or BS in Engineering, Urban Planning, Architecture, or Landscape Architecture. An engineer’s license is not required.
