The City of Palo Alto is looking for a dynamic, proactive leader with a passion for public service to a serve as a Grant Analyst in the Administrative Services Department. The City of Palo Alto Administrative Services Department (ASD) provides proactive financial and analytical support the City departments and decision-makers, to safe-guard and facilitate the optimal use City resources. ASD provides excellent customer service to decision-makers, the public, employees, and City departments; provide analytical, organizational, and administrative support for a wide variety of projects; records, monitors, and protects City assets in a responsible manner; provide essential financial management and forecasting reports; and prepares and presents financial report to various committees and City Council.

The Position
The Grant Analyst will be responsible for performing professional level work and works in close collaboration with City departments and the City’s grant consultant to understand service and program needs to effectively assist departments with seeking, implementing, and complying with grants. This position reports to and works in coordination with the ASD Assistant Director to ensure the accurate accounting, ongoing monitoring and reporting, and compliance for grants throughout the City. The Grant Analyst is responsible for managing the City’s grant consultant contract, who primarily assists with identifying and matching, grant writing and applications, and advocating grant awards on behalf of the City. This position centrally coordinates grant administration functions, including tracking; planning and conducting training programs; reporting; and compliance activities. Successful candidates will possess the ability to manage and administer a broad range of assignments simultaneously that include building and improving the City’s policies and process for the overall grant program, understanding department functions and priorities, and exercising independent judgment to perform a variety of detail grant management functions.

The Ideal Candidate
The ideal candidate will possess the following attributes:

  • Demonstrated complex critical thinking and analytical skills; fiscal competency to effectively manage grant financial activities.

  • Ability to interpret contracts; requirements; policies and procedures; and applicable laws, rules and regulations relating to grants; ability to prioritize and coordinate work to ensure that deadlines are met.
  • While analytical, the successful candidate will also be an excellent communicator both written and verbal; craft concise and comprehensive written reports as well as interact successfully with department staff, department directors, the City Manager, and City Council including presentations to staff, public, and/or elected officials.
  • Strong team player with a positive attitude, strong work ethic, and a focus on organizational impact and enthusiasm to learn and take on new tasks.

Essential Duties:

Essential and other important responsibilities and duties may include but are not limited to following, depending on assigned operations and functional areas:

  • Provide centralized administration and coordination of grant activities throughout the City, including accurate accounting, maintaining grants master list; timely and reporting; and financial and program compliance, as required by the grant award and federal, state, and local regulations.
  • Keeps abreast of all regulatory compliance and other related requirements.
  • Makes recommendations for program development, implements enhancements and improvements to the City’s policies and procedures relating to grants; collaborate with stakeholders to implement financial and/or operational tools.
  • Facilitate acquiring funding/grants to support the City’s programs, in collaboration with the City’s grant consultant and departments.
  • Analyze grant financial data; work closely with Accounting and Office of Management and Budget to ensure that grant administration and accounting confirm to generally accepted accounting principles (GAAP) and generally accepted auditing standards (GAAS).

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:
  • Bachelor's degree in a related field and three years of professional experience in public or business administration, public affairs, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Certified Grants Management Specialist (CGMS) designation from the National Grants Management Association is highly desirable .
Special Requirements:
  • Valid California Driver's License
