This is an entry-level position that will be filled as a Senior Permit Specialist with the working title of Planning Technician.

The City of Irvine is seeking a positive, proactive, solutions-oriented professional to serve in the Planning and Development Services Division for the Community Development Department. The Planning Technician provides daily technical and professional support to the Planning Division team, primarily assigned to the public counter, so the ability to serve customers at the in person and on the phone is an integral component of the job.

The Planning Technician will have the opportunity to cross train with our various planning teams (Advance Planning, Project Data Management, and Current Planning) to advance their knowledge of the planning field expose the staff member to a wide variety of current planning projects as well as administrative processes.

Your Impact
  • Provide staff support at the Planning public counter.
  • Interpret and explain codes and statute requirements to contractors, architects, property owners, and other members of the general public.
  • Respond to routine inquiries regarding planning and zoning codes.
  • Examine routine construction plans to determine compliance with relevant zoning regulations, planning standards, and regulatory requirements and advise customers on how to comply with requirements.
  • Be responsible for the maintenance of the electronic plan submittal portal.
  • Review and approve applications for addresses, temporary banners, and over-the-counter requests.
  • Update informational brochures regarding zoning permits and relevant planning issues.

Minimum Qualifications
  • Post-secondary courses in building permits technology, building code, planning, or construction.
  • Three (3) years of related experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • May require a valid California driver's license.

The department consists of three divisions: Planning & Development Services, Housing, and Building & Safety. Planning and Development Services oversees all current and long range-range planning programs for the City. The division develops, maintains and implements the General Plan and Zoning Ordinance policies and standards. The division is responsible for reviewing and processing all development applications and permits, assisting residents, businesses and developers on all land use planning and zoning inquiries, and coordinating regional and interagency planning efforts. Housing oversees the City's Inclusionary Housing Ordinance, Affordable Housing, One Irvine Residential Rehabilitation Program and all Housing grants. Building and Safety's permit counter, plan check, inspection, code enforcement, and water quality teams ensure that development in the City is designed, constructed, used, and maintained in accordance with the Irvine Municipal Code, California Building Code, and Water Quality standards.
