This position is unique in that it is part of the Human Resources Department (HR), but the role is not a typical HR role. The ability to understand HR business processes is required to be successful, but you do not need to have prior HR experience. The ideal candidate for this position will have advanced operational and technical knowledge of Peoplesoft HCM system. If you have hands-on technical experience working with a relational database at a skilled "IT" position level, then this may be the job for you!

We are looking for someone who has:
  • Strong analytical, organizational, and time management skills
  • Advanced functional knowledge of the following modules in Peoplesoft HCM - PeopleSoft HR, Payroll, Basic Benefits, and Benefits Administration
  • Advanced understanding of Peoplesoft HCM table structure and ability of building complex query reports in PS Query
  • Creative thinking and enjoys brainstorming in a team environment
  • Excellent interpersonal skills when working with various customers and peers to accomplish goals
  • Demonstrated successful collaboration with functional users and using technical resources to design a new process that will satisfy the desired requirements
  • Advanced Microsoft Excel skills
  • The ability to multi-task while maintaining quality of work
  • A passion and desire to learn new things constantly and adapt to these changes
  • Good understanding of current trends in HRIS with a focus on product and service development, delivery, and support, and apply key technologies

What you will be responsible for:
  • Performing complex and highly confidential personnel or benefits duties using PeopleSoft
  • Being the functional Human Resources lead on the PeopleSoft Personnel or Benefits System and other related County HRIS systems, and acting as a representative on a variety of related work projects
  • Testing and implementing activities for HRIS upgrades and systems enhancements
  • Developing, analyzing, and verifying complex system queries; creating test scripts and technical specs; verifying and approving test data for system production and technical scripts
  • Coordinating and implementing provisions of collective bargaining agreements including negotiated salary increases and benefit plan changes
  • Maintaining confidentiality, meeting critical deadlines, and managing priorities and workload
  • Creating ad-hoc queries, generating reports, and providing analysis of data in the form of complex Excel spreadsheets, pivot tables, and charts
  • Updating human resources or benefits system configurations
  • Maintaining awareness on pertinent laws, ordinances, regulations, policies, MOU's, rules and regulations and advising operating departments and human resources staff as necessary
  • Reviewing work products and coordinating staff training and development efforts

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Possession of a bachelor's degree from an accredited college or university.

Degree and/or college coursework in information technology/systems, business administration, human resources management, industrial psychology, public administration, or a closely related field is preferred

Experience: Three years or its equivalent of systems analysis experience which included developing, analyzing, and verifying complex system queries; creating test scripts and verifying and approving test data for system production, using a version of PeopleSoft or comparable Human Resources and/or Benefits system.

Depending on the position(s) to be filled, qualifying experience may be limited to experience directly related to the assignment as specified on the job announcement.

Selection Process

Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process. Oral Assessment: An oral assessment (interview) will be conducted to measure candidates' competencies as they relate to the job. In the Oral Assessment, candidates must achieve an average passing score of 70% or higher on each of the competencies, as well as an overall passing score of 70% of higher. These may include, but are not limited to: Learning Agility, Attention to Detail, Using Technology, Decision Making, Critical Thinking, Delivering Results . (Weighted 100%)

The oral assessment is tentatively scheduled to take place tentatively July 26 - 30, 2024
. The assessment may be administered remotely using a computer; you will need access to a reliable internet connection to participate in the assessment.
