POSITION SUMMARY

This is a position of more than average difficulty that requires the exercise of reasonable independent judgment and initiative to serve as a Human Resources Analyst for the Classification and Compensation Division. An employee in this position is required to perform activities such as compensation surveys, job audits, creation/revision of job descriptions, and conducting classification/compensation studies. Additionally, this employee will be responsible for some backup duties administering HR processes within INFOR, the City’s ERP system.

The City offers a wide variety of benefits to employees. This job classification is in Management Category IV for benefits purposes, which includes Five (5) additional Management Vacation days per calendar year and a monthly Employee Expense Allowance of $120.00.

ESSENTIAL JOB FUNCTIONS

Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Evaluates requests for establishment of new classification titles or for study of existing classifications to determine if current titles and pay ranges are appropriate; plans and conducts studies of such classifications; conducts field audits and discussions with incumbents and supervisors
  • Evaluates requests for creation of new positions and reclassification of existing positions; reviews for placement within the organizational structure; reviews for position description/essential functions; reviews for FLSA exemption status and accuracy of salary using a point factor system and or market analysis
  • Ensures that new classifications are properly evaluated and accurate recommendations for pay grade assignments are made
  • Conducts compensation surveys to be used to make decisions on pay situations and collective bargaining negotiations. Uses spreadsheet and data analysis techniques to assess results and market trends. Responds to surveys from other agencies.
  • Provides advice and guidance to managers and employees on pay decisions, job evaluations, policy and CBA (collective bargaining agreements) interpretation regarding classification, compensation, and personnel records maintenance and retention
  • Serves as an HRIS back up to the Classification and Compensation Manager where certain processes, configurations, and data entry need to be maintained.
  • Acts in the absence of superior when required.
  • Performs related work as required


JOB REQUIREMENTS & WORK ENVIRONMENT

Bachelor's Degree in human resources, business or public administration, or a related fieldThree (3) or more years of experience involving job evaluation, classification, and salary administration (preferably with a government agency). Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education
Preferences:
  • Prior union and/or government experience in Human Resources
  • Intermediate or higher proficiency in MS Excel
  • Functional ERP systems experience

Special Requirements:
Non-Essential Employees will not be required to work during a declared emergency but may be required to work in some capacity after the declared emergency. The employee’s Department Head will determine when the employee will be required to work

PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
