The Position

Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid projects/programs administered by State agencies and provide assistance to recipients in evaluating program effectiveness.

The Division of Emergency Management is recruiting for a Grants and Projects Analyst 3 in Carson City. The incumbent oversees Recovery & Mitigation Grants and is responsible for the management of mitigation and disaster recovery grants and annual recovery program planning. Additionally, this position is responsible for the application process for all new Federal disaster declarations and serves as the subject matter expert for preliminary damage assessment, recovery planning, and recovery operations. FEMA Public Assistance and Hazard Mitigation Grants are highly technical grants that require professional-level experience to monitor grant and financial activities. The incumbent reviews and approves FEMA Hazard Mitigation and FEMA Public Assistance Quarterly Financial Reports from GPA 2s in the grant section, ensures that applicants/jurisdictions adhere to all program and administrative requirements, and is responsible for reporting and monitoring all open grants in this section. This position supervises three Grants & Project Analyst 2 positions and two Administrative Assistant 2 positions. Activation as a member of the EOC may be necessary in the event of an emergency or disaster. This may serve to disrupt/alter/revise or totally change all previously established performance standards, requiring 100% of the time until the emergency is over. To Qualify:

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field and three years of professional grants experience which included writing grant applications; determining grant/subgrant program eligibility; researching, writing and implementing grant program plans; managing fiscal aspects of grants/subgrants; providing technical assistance to grant/subgrant recipients; and monitoring and ensuring grant/subgrant recipient compliance; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Grants & Projects Analyst II in Nevada State service; OR an equivalent combination of education and experience as described above. Special Notes Travel may be required up to 25% of the time. Special Requirements A State of Nevada/FBI background check will be required of the selected applicant.
