OVERVIEW

Position Information
Under the direction of the assigned supervisor, this position performs a variety of accounting/financial support activities which apply complex regulations with numerous deadlines for the Payroll section of Public Works. Work may involve access to confidential information.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience:
  • One (1) year of experience processing and auditing timecard records, payroll or related experience and
  • Utilizing MS Office Suite, specifically excel; and
  • Financial system software, preferably Workday; or
  • Any equivalent combination of experience and education that would demonstrate the individual's knowledge, skills and ability to perform the work.
Preferred Education, Experience or Other Qualifications:
  • Experience using Workday.
  • Three years of fiscal/payroll auditing experience.
  • Associates Degree in Accounting or related field.
  • Experience working for a government agency.
  • Experience working and complying with Collective Bargaining Contracts for payroll processing.


Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.


ILLUSTRATIVE EXAMPLE OF DUTIES

In this role, you will have the opportunity to:
  • Process departmental payroll; including data entry, coding (job costing), reviewing and auditing payroll records in compliance with laws, County policies, collective bargaining agreements and the Personnel Manual.
  • Track employees pay records, time entry, leave, schedules, holidays and absences.
    Research, track, audit and resolve issues related to employee pay and leave usage.
  • Assist with new hire processing/onboarding and employee separations.
  • Train and/or orient staff on areas of responsibility and within scope of authority.
  • Track and maintain employee training records, scan, and file records.
  • Provide historical, current, and forecasted financial information and reports as needed.
  • Process union and pension payments.
  • May assist accounts receivable and accounts payable.
  • May assist in audits conducted by State Examiners or other auditors.
  • Performs office administrative tasks as needed.
  • Perform other duties as assigned.
  • Complies with all policies and standards.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
