JOB SUMMARY

Supervises, plans and coordinates maintenance work to support the City’s traffic signal controls. Supervises assigned personnel. Diagnoses and repairs traffic signal systems and/or equipment. Assists in monitoring signals for regulatory compliance. Performs related duties and responsibilities. Reports to the Transportation Engineering Manager.

ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL JOB DUTIES

Oversees and coordinates traffic signal operation and maintenance:
Evaluates operational needs and assignment of work activities. Provides guidance and supervision to assigned personnel.Develops operating procedures. Tracks operating information and writes technical reports.Inspects job sites as needed.Develops and recommends specifications for equipment and materials.Investigates citizen/consumer complaints to determine validity and resolve issues.Maintains planning and production schedule to ensure that projects are completed on time and that the related Division's performance metrics are met.Bears responsibility for the adherence of inventory management procedures for the Signal Technician work group. Installs, maintains, modifies, adjusts, tests, troubleshoots, inspects, and/or repairs traffic control signals and related communication and traffic data collection systemsInspects construction methods, workmanship, and maintenance procedures to ensure contractors build, install, and maintain traffic-related equipment in accordance with plans and specifications.Maintains activity records such as work orders, status reports, trouble calls and work schedules.Maintain inventory of supplies, equipment and all traffic signal shop assets.Installs, troubleshoots, and maintains hardware and software pertaining to traffic systems.Follows applicable safety procedures when working in traffic and in areas with high voltage lines, gas lines, and water/wastewater infrastructure.Operates and maintains equipment such as bucket trucks, cable locating instruments, insulation testers, grounding testers, and traffic cabinet test equipment.Assists in measuring intersections and evaluating traffic patterns and timing sequences.Assists in evaluating plans and specifications in design review. Makes recommendations for traffic signal upgrades due to aging equipment, signal cable, etc.Responds to complaints regarding traffic signal timing and assists traffic engineer in developing long term solutions.Provides on-call assistance; responds to emergency situations as required. Responds to emergency situations to assist with repair and maintenance of traffic systems.Supervises assigned personnel.Miscellaneous:
  • Assist other City departments as required. Performs other related duties as assigned or required.
  • Attend TexITE Conferences and other continuous education seminars and programs.


DECISION MAKING

  • This position works under general supervision.


MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS
  • High School Diploma or equivalent combined with two (2) years technical training in electronic maintenance and traffic controls systems.
  • Five (5) years’ experience in electrical construction, electronic troubleshooting, electromechanical related work, and the maintenance/repair of traffic signals is required.
  • Working knowledge of the National Electrical code; American Traffic Safety Services Association (ATSSA) and Texas Manual of Uniform Traffic Control Devices (TMUTCD) provisions; construction practices and procedures; City practices, policies, and procedures related to codes; and procedures related to traffic control, signals, signs, and markings; and construction practices and procedures.
  • Knowledge of surge suppression, radio frequency communications, power supply systems, and fiber optics networks.
  • Knowledge of ADA requirements and applicable traffic signals and system; and Federal, State, and Local codes and ordinances.
  • Knowledge of basic computer and internet networking principles, equipment installation and IP address programming, customer services request system, and networking and programming principles.
  • Knowledge of supervisory techniques including the evaluation of others and conflict resolution.
  • Knowledge of inventory management practices.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in the oral and written communication including presentations and written documentation in a variety of formats.
  • Skill in the use of equipment such as bucket trucks, cranes, reel trucks, and other equipment, hand tools, multimeter, and other electronics testing equipment used to diagnose and prevent potential issues within electronic signal devices.
  • Ability to accurately log and report work progress, materials, labor hours, etc., with or without the use of computer software.
  • Ability to effectively explain policy to employees in a professional manner.
  • Ability to effectively manage projects and delegate responsibilities; establish and maintain effective working relationships with both City employees and the public in a supervisory capacity; and to guide, train, monitor, evaluate, and provide feedback the work of others.
  • Ability to interpret engineering plans, blueprints, profiles, work orders, and schematics.
  • Ability to test and calibrate instruments to make precision and close tolerance repairs and adjustments.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.

  • Must be able to read/comprehend regulations, building/electrical codes, equipment/repair manuals, work orders, and maintenance documentation.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, contractors, vendors, and the general public.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical requirements include lifting up to 50 pounds frequently. Subject to vision constantly; standing, sitting, walking, handling, fine dexterity, hearing and talking frequently; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, bending, climbing, balancing and foot controls occasionally; crawling and twisting rarely. Working conditions involve exposure to variable and/or extreme weather conditions, machinery with moving parts, electrical currents, utilizing personal protective equipment as required.
