Job Description

The Position

The City Council has approved a 3.3% cost of living adjustment (COLA) for all eligible employees of the City of Portland for the fiscal year, effective from July 1, 2024. As a result, the salary for this position may increase due to the approved COLA.

Job Appointment: Two full-time, regular appointments available.

Work Schedule: Mon-Fri. 8-5pm, alternate schedule may be available after probation.
Work Location: Hybrid/work location: Columbia Square building: 111 SW Columbia Street, Portland OR 97201. Remote work must be performed within Oregon or Washington. For more information, click here.

The Revenue Division is seeking two (2) Audit Supervisors to join their team!


Position Summary:
The Audit Supervisor (Supervisor II) positions within the Revenue Division are responsible for leading and supervising audit section activities related to various revenue programs. This includes planning, organizing, and conducting financial audits to verify taxes and fees due. The supervisors play a critical role in ensuring staff performance, adherence to regulations, and achieving program goals.

As an Audit Supervisor, you will provide these key responsibilities:
  • Leadership and Supervision:
    • Lead a team within the audit section, overseeing their work in financial audits and compliance verification.
    • Evaluate staff performance, provide coaching for improvement, and take necessary disciplinary actions when required.
Policy Development and Implementation:
  • Interpret and apply codes, tax laws, administrative rulings, and court cases to develop procedures and performance standards for the audit section.
  • Ensure these procedures align with city regulations and organizational objectives.
Stakeholder Communication:
  • Engage with CPAs, tax attorneys, taxpayers, and city staff to explain and interpret laws, regulations, and policies affecting revenue programs.
  • Communicate effectively to ensure compliance and address inquiries.
Collaboration and Coordination:
  • Work closely with the Audit Section Manager and other supervisors to coordinate workload distribution and ensure divisional goals are met efficiently.

To Qualify

The following minimum qualifications are required for this position:

Ability to interpret, explain, and apply relevant tax laws, regulations, and policies that affect revenue and audit programs.


Ability to communicate clearly and persuasively, both verbally and in writing, including presenting information, reports, and recommendations.


Experience leading and supervising employees, including training and evaluating performance.


Ability to supervise a diverse workforce, promote equity in the workplace, and implement fair practices in City revenue programs.


Ability to make decisions within established policies and procedures that influence the daily operations of the unit and work of subordinate staff.


Applicant must also possess:
  • Ability to successfully pass a criminal background investigation.
Preferred Qualifications
Although not required, you may have one or more of the following:
  • Certifications: CPA, EA or equivalent.
