The Job

The Registrar of Voters is offering exciting and dynamic career opportunities for Elections Specialists. The Elections Specialists lead and coordinate functions of the election process and require an extensive knowledge of election laws, which includes developing election materials and guides, serving as a team lead, providing recommendations on strategic plans and special projects, as well as reviewing and interpreting policies and procedures.

ABOUT THE DEPARTMENT

The mission of the San Bernardino County Registrar of Voters is to conduct the County’s elections in a fair, accessible, secure, transparent, and efficient manner, upholding the highest level of election standards and accuracy, while always providing excellent customer service to both our team and the diverse population we serve.

The Registrar of Voters also performs all voter registration functions, including the storing and maintaining of voter registration records, administering all local, state, and federal elections managing voting systems and equipment, performing election ballot processing and vote tallying, training of poll workers, and providing voting-related services to voters, elected officials, campaign groups, and other community stakeholders.

Conducting elections is both exciting and challenging. Attention to detail is critical and working as a team is vital to accomplishing successful elections. Permanent staff, seasonal staff, and volunteers assist in the variety of complex tasks required to conduct elections. CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Incumbent must successfully complete a background check and medical exam prior to appointment.

Work Schedule: During peak election periods, staff is sometimes required to work a significant amount of overtime. Overtime can include evenings, weekends (both Saturdays and Sundays) and early morning/late night hours on Election Day.

Travel: Travel throughout the County is required. Employees will be required to make provision for transportation. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained throughout employment for the individual providing the transportation.

Sponsorship: San Bernardino County is unable to consider to candidates who require Visa Sponsorship at this time or in the future. Candidates must be able to present their legal right to work in the United States at the time of employment.

Minimum Requirements

Candidates must meet ONE (1) of the Experience options.

EXPERIENCE OPTION 1:
Two (2) years full-time equivalent lead experience over complex projects, which includes technical-level experience reviewing, researching, and implementing government codes, legislation, and procedures in a government, state, county, or local elections environment.
EXPERIENCE OPTION 2:
Two (2) years full-time equivalent experience recommending, developing, and conducting formal training programs which includes developing training curriculum, materials, and delivering training in a group/classroom setting.
EXPERIENCE OPTION 3:
Two (2) years full-time equivalent experience creating and managing content for a variety of social media platforms for businesses or government entities; writing and editing brochures, newsletters, news releases, press releases, promotional materials for internal and external publications; organizing, coordinating and overseeing outreach projects and programs.

SUBSTITUTION: Thirty (30) semester or forty-five (45) quarter units from an accredited college or university may substitute for up to one (1) year of the required experience. Transcripts must be attached to be considered.

Desired Qualifications

The ideal candidate will have extensive knowledge of the elections process with substantial experience performing various duties an election environment, including developing and recommending procedures and standard practices; gathering, preparing, and analyzing workload data and reports to inform the administrative or operational decision-making processes; managing or leading a team of workers. The ideal candidate will also possess strong leadership and communication skills with an emphasis on customer service.

Possession of a Certified Election and Registration Administration (CERA) Certification or California Professional Elections Administration Credential is highly desirable.
