The San Bernardino County Department of Behavioral Health invites qualified professionals to apply for the position of Budget Officer to administer a large budget with complex funding streams of a major division within the Department. Budget Officers supervise assigned staff, manage the fiscal functions within the Department, develop fiscal policies, practices and procedures in response to changes in function, program or direction from governing boards and other entities.

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. DBH also provides an array of outreach/engagement, prevention, and early intervention services. DBH's core values are service, integrity, accountability, and trust.

DBH is a unique County Department comprised of thirteen (13) service areas: Community Outpatient & Transitional Age Youth Services, 24 Hour & Specialty Services, Children & Youth Collaborative Services, Substance Use Disorder & Recovery Services, Adult Justice Involved & Diversion Services, Administrative & Fiscal Services, Community Engagement & Equity Services, Office of Compliance, Public Relations & Outreach Services, Disaster & Safety Unit, Facilities Project Management Unit, Internship & Residency Program, and Program Support Services.

CONDITIONS OF EMPLOYMENT

Pre-Employment Process: Prior to appointment, applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, which may include drug and/or TB testing. Applicants must be a U.S. Citizen or a permanent U.S. resident.

Travel: Travel throughout the County may be required. Employees may be required to make provision for transportation (mileage reimbursement is available at current IRS rates). A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

Minimum Requirements

Applicants must meet both the education AND experience requirement below:

EDUCATION: A Bachelor's degree in finance/accounting, public/business administration, management, or a closely related field.

EXPERIENCE: Two (2) years of full-time equivalent professional level administrative experience ( duties equivalent to a County of San Bernardino Staff Analyst II class, see job description ) performing analytical duties as a primary job function in at least two of the following areas:

budget/financial analysis, governmental accounting, fee analysis, contracts or grants management, capital improvement planning, requests for proposal (RFP), or operational/ organizational analysis? (Analysis experience should be clearly detailed in the Work Experience section of the Application.)

--AND--

SUPERVISORY EXPERIENCE: One (1) year of lead or supervising work experience over a support services staff. Supervisory experience may be gained concurrently with administrative experience.

NOTE: Clerical, technical, or support experience is not considered qualifying.

Desired Qualifications

The ideal candidate will have experience preparing governmental budgets in a highly complex environment; possess excellent organizational, problem solving, and research and analytical skills; be self-motivated; adapt well to change; and be a team player. A Bachelor’s Degree or higher in accounting or finance is highly desired.
