The Office of the Inspector General (OIG) is an independent civilian oversight agency that monitors and audits the Oakland Police Department’s (OPD) policies, practices and procedures. The mission of the OIG is to ensure accountability, enhance community trust, and increase transparency via fair and thorough assessments of OPD’s compliance with the law and departmental policies.

As the Inspector General you will manage and oversee the day-to-day functions of the Office of the Inspector General which includes managing the Deputy Inspector General, the Chief of Audits and Evaluations, the IG Policy Analyst and other staff. The Inspector General is the Department Head and required to present at Police Commission meetings and City Council meetings.

OPD Internal Affairs Division (IAD) and the Community Police Review Agency (CPRA) fall under the jurisdiction of the OIG, which includes performance audits of OPD and CPRA operations, strategic planning, reviews of complaint intake process and/or systems for CPRA and IAD; oversight and training of staff; final review of all reports, findings, analysis and recommendations; and public presentations of OIG reports to stakeholders as well as the members of the public.

What you will typically be responsible for:

• Acting as the department head of the Office of the Inspector General.
• Ensuring effective communication is displayed both internally and externally.
• Overseeing the accurate completion of fair assessments of the Oakland Police Department and Community Police Review Agency.
• Establishing audit work plans and strategic plans to guide the work.
• Managing the department's budget.

Minimum Requirements for Application

Minimum Qualifications
The following qualifications are guidelines, as the appointing authority has broad discretion in filling positions in this classification.

Education:

A Master's degree or Juris Doctorate (J.D.) in public administration, public policy, criminal justice, or a related field from an accredited college or university.

Experience:

Five (5) years of professional work experience in investigations, auditing, and/or public policy, with three (3) years of professional supervisory experience overseeing an investigative, auditing, and/or public policy department unit or division in a related field that includes experience with statistics and data collection in a public sector entity. Legal experience and background in law enforcement policy and practice is desirable.

Desirable Qualifications:

• Certified Inspector General certificate
• Certified Practitioner of Oversight credential
• Certified Inspector General Auditor certificate

LICENSE OR CERTIFICATE

Individuals who are appointed to this position will be required to maintain a valid California Driver's License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties. Certified Inspector General Certification desirable.

OTHER REQUIREMENTS

Must pass a thorough background investigation.

Within ninety (90) days of their appointment, the Inspector General shall, at a minimum, receive training described in City Charter section 604(C)(9) and in Municipal Code Section 2.45.190(A) through (F). The Commission may propose any additional training it deems necessary for the Inspector General to perform the functions and duties of the OIG.
