POSITION OVERVIEW

The Operations Division is responsible for the Airport Operations Centers (AOC), Airside and Landside Operations, Security, Airport Badging Offices, Safety, and Emergency Management at George Bush Intercontinental and William P. Hobby Airport. The team works around the clock ensuring a safe, secure, and efficient customer experience from the roadway to the runway. The Operations Division is also the liaison to key stakeholders such as the Transportation Security Administration (TSA), Houston Fire Department (HFD), Houston Police Department (HPD), Federal Aviation Administration (FAA), and other agencies ensuring the highest level of safety and security for our customers

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Division Manager of Landside Operations at Bush Intercontinental will lead a large, diverse workforce of Landside Supervisors, Senior Agents, and Agents responsible for ensuring the daily operational activities to provide a safe and seamless movement of customers using roadways, terminal(s), and ground transportation. The Division Manager will evaluate, plan, and manage efficient operations of roadways and ground transportation activities by identifying impediments, collaborating with peers to delegate tasks based on operational peaks and needs, keeping the Senior Division Manager and Senior HAS leadership informed, and staying abreast of changes to Code of Federal Regulations Title 49, Parts 1542, 1540, and other state, local regulations related to the operations of the airport. The Division Manager will participate in emergency preparedness planning events and activities, along with ensuring protocols, both emergency and normal procedures, are in place to test and refine procedures and policies. This position ensures a secure airport environment through compliance enforcement from persons using airport facilities and services.

Other essential job duties and responsibilities for the Division Manager of Landside Operations include but are not limited to:
  • Emergency response, up to and including representing the Landside Operations department in the airport’s Emergency Operations Center
  • Development and overseeing implementation of departmental policies and procedures
  • Mentoring and development of the Landside team
  • Acts as a liaison to other departments, government agencies, and the private sector. Acts as representation of Landside Operations to both internal and external stakeholders in meetings or events
  • Monitors budget and cost controls within the section to ensure the business unit stays within budget
  • Management of employees’ time, evaluations, PCAP actions, and recommendations for disciplinary actions
  • Creating presentations for improvements to the airport systems and environment to maximize satisfaction of our employees and users of the airport
  • Determining and implementing methods to increase and maintain positive employee moral throughout the business unit

WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc.

This Position will be classified as an Emergency Management Position at the Tier I level. For the Houston Airport System

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, or a field closely related to the activities of the division.

EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three years in a supervisory capacity.

A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position and all other factors in accordance with Executive Order 1-6. **


Preference will be given to those candidates with AAAE certifications.
