SUMMARY OF POSITION
The County of Monterey’s Health Department, Emergency Medical Services Bureau is seeking dynamic, energetic, and motivated candidates to fill one (1) EMS Analyst position. The EMS Analyst position is a full-time regular status position. The EMS Analyst will report to the EMS Director and performs administrative, analytical, and oversight activities to ensure that EMS providers in the County conform with federal, state, and local regulations related to the delivery of prehospital emergency medical care.

The EMS Analyst’s key responsibilities include: analyzing, recommending, and implementing solutions to improve the EMS system; evaluating operational, contractual, and clinical performance and recommending methods to improve performance; serving as a liaison between the EMS system, County, and other stakeholders; coordinating and leading stakeholder meetings; writing technical and policy reports; assisting in the certification and accreditation of prehospital personnel; conducting EMS case reviews to ensure high quality prehospital medical care and adherence to county protocols; managing, reviewing, and revising EMS System multi-casualty incident (MCI), medical disaster preparedness, and response programs; developing and revising, through a consensus-based process, EMS System clinical and operational policies and procedures; and development, maintenance, and application of professional knowledge in applicable areas including job-related rules, statutes, laws, professional literature, and industry trends. The EMS Analyst will also, on a rotating basis, serve as the on-call EMS Duty Officer to oversee and coordinate EMS system responses to MCIs, disasters, declared emergencies, or other critical incidents.

The Eligible List established by this recruitment process will be used to fill current and future vacancies, both regular and temporary, as they arise.

Examples of Duties

  • Develops and implements program policies, procedures, goals, objectives, standards, and operational problem resolution strategies with EMS Administrator’s review, input and approval.
  • Prepares, directs preparation of, and/or reviews and approves a variety of reports, correspondence, special studies, and research.
  • Represents the EMS Division within areas of expertise and interprets, communicates and applies program goals, policies, procedures and contracts to department staff, other County departments, external agencies, the public and a variety of committees, boards and private organizations.
  • Evaluates and responds to complaints concerning contracted ambulance service providers.
  • Monitors internal and external issues and current developments affecting the EMS Division, evaluates alternatives, conducts analytical studies and develops and implements recommendations.
  • Establishes and maintains liaison with health care facilities representatives, public safety agencies, and emergency medical services contractors to assist in the development, implementation, and evaluation of emergency medical services.
  • Develops, implements, and monitors data collection and analysis systems, and compiles data.
  • Assists with developing, evaluating, and implementing the Emergency Medical Services Plan.
  • Reviews, inspects, verifies contractor billing procedures, related medical operational records, facilities, equipment, and research to assure compliance with applicable memorandums of understanding and operating plans.
  • Interviews and selects candidates for employment; plans, assigns and evaluates work; develops and provides employee training; and counsels and performs corrective action of employee.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Thorough Knowledge of:
  • Principles, techniques and equipment used in basic and advanced life support prehospital care.
  • Applicable laws and regulations governing basic and advanced life support prehospital systems, the Emergency Medical Services System and Prehospital Emergency Medical Care Personnel Act.
  • Capabilities and applications of electronic management information systems.

Working Knowledge of:
  • Functions and operations of Emergency Medical Services Programs, including applicable laws and regulations.

Skill and Ability to:
  • Develop, interpret, and apply complex regulations, policies, and contracts.
  • Prepare effective reports, correspondence, and other written communications.
  • Establish and maintain effective working relationships with those encountered in the course of work.
  • Represent the department to a variety of boards, commissions, groups, other agencies, businesses, and the public.


Examples of Experience/Education/Training

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Experience:

Three years of progressively responsible supervisory or administrative experience in the field of health care services or hospital administration.

OR

Education:

Equivalent to completion of a Bachelor’s degree in health administration or related field.

CONDITIONS OF EMPLOYMENT:
  • Successfully complete a background check to include fingerprinting.
  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
