The Information Technology (IT) Senior Business Analyst will play a crucial role in enhancing the technological proficiency of our organization. This position involves developing and delivering training programs for end-users, gathering and documenting IT project requirements from various departments, and managing small-scale IT projects. The incumbent will also be responsible for fostering innovation of presentations and staff reports. This role requires strong communication skills, the ability to translate technical information for non-technical users, and a proactive approach to problem-solving and project management. Additional responsibilities include maintaining the knowledgebase and standard operating procedure and policy documentation.

The ideal candidate will possess a blend of technical expertise, project management skills, and strong interpersonal abilities. They should be adept at translating complex technical concepts into easy-to-understand training sessions and documentation.

Senior Business Analyst is the working title for a Senior Management Analyst classification . This recruitment will also supplement an eligibility list that may be used to fill future Senior Management Analyst vacancies in other City departments.

Your Impact
  • Design and develop training programs that focus on technology-related topics, software applications, systems, and technology tools.
  • Assess the training needs of employees and identify areas that require skill enhancement.
  • Deliver IT security training including security awareness training, safe technology usage, and social engineering awareness.
  • Coordinate the scheduling and logistics of training sessions, workshops, and seminars.
  • Deliver engaging training sessions to employees, ensuring effective knowledge transfer and skill development.
  • Update and maintain the organization's knowledgebase by adding relevant information, troubleshooting tips, and best practices.
  • Collaborate with relevant teams to document standard operating procedures (SOPs) and policies related to technology usage.
  • Ensure the knowledgebase remains accurate, current, and easily accessible to employees.
  • Regularly review and update SOPs and policies to reflect changes in technology and security requirements.
  • Collaborate closely with the IT team on emerging initiatives and projects, gaining a comprehensive understanding of the project lifecycle to identify training requirements essential for successful project implementation.
  • Collaborate with departmental stakeholders to understand their IT needs and document detailed requirements.
  • Analyze and translate business requirements into functional specifications for IT projects.
  • Plan, execute, and monitor small IT projects, ensuring they are completed on time and within budget.
  • Coordinate project activities, manage resources, and communicate project status to stakeholders.
  • Identify opportunities for process improvements and innovative solutions to enhance organizational efficiency.

Minimum Qualifications
  • Bachelor's degree in public administration, business administration, computer science, or related field.
  • Six years of responsible municipal management experience or any combination of education and experience that provides equivalent knowledge, skills and abilities.
  • May require possession of or ability to obtain a valid California driver's license.
