Job Summary

Mohave County Assessor's Office is currently recruiting for a CAMA Specialist in the Kingman, AZ area .

While prior appraisal experience is not necessary, related experience and appraisal certifications will determine initial placement in an Appraiser I (Underfill), Appraiser I or Appraiser II position. The successful applicant will be fully trained and required to obtain Level 1 or Level 2 certification from the Arizona Department of Revenue if not currently certified.

Appraiser I (Underfill) Range 11, Step 1-19: $18.57 - $31.64 (requires no certification)

This position assists in the maintenance and management of the Computer Assisted Mass Appraisal (CAMA) system and the assists in the mass valuation of Mohave County properties - vacant land, residential, and commercial properties, both implementation of value and review of results. This position works closely with the CAMA Manager to develop and implement policies, analyze, review, and incorporate changes made to the mass valuation of the County. The position serves as a secondary point of contact for any computer-related appraisal needs of the office.

Essential Job Functions

  • In a learning and training capacity, assists in the maintenance of existing CAMA system.
  • Under the direct supervision of the CAMA Manager or designated staff, assists in the review of work product and compliance with current mass appraisal policy.
  • Assists in the creation of annual valuations, and in the analysis of annual valuation results.
  • Assists in performing data-related procedures, including public and internal query of database, production of reports and data exploration as it relates to valuation.
  • Under the direct supervision of the CAMA Manager or designated staff, conducts quality assurance analysis of CAMA data to ensure data is suitable to correctly value Mohave County properties.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.

SECONDARY JOB FUNCTIONS
  • Performs related work as required.
  • Performs special assignments as requested.
  • Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.


Minimum Qualifications

  • Associates Degree from an accredited college or university with coursework in Computer Science, Business Administration Mathematics, Statistical Analysis or related field.
  • Possess a willingness to strive and obtain Provisional Certification as an Appraiser 1 within five months of appointment.
  • Within 18 months of receiving Provisional Certification, obtain the Appraiser Level 1 Certification as administered by the State of Arizona Department of Revenue (subject to class availability and budget constraints).
  • Within 12 months of receiving Appraiser Level 1 Certification, obtain Appraiser Level 2 Certification as administered by the State of Arizona Department of Revenue (subject to class availability and budget constraints).
  • Must be proficient with Windows based applications, (Word, Excel, PowerPoint, Access Database and SPSS for Windows as it applies to property valuation techniques and methodology.
  • Two (2) years in a directly related filed or in the performance of similar duties and responsibilities.
  • OR an equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications.

SPECIAL JOB REQUIREMENT

  • Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
  • Provide acceptable driving history at no cost to the County.


Knowledge, Skills & Abilities

Knowledge of:
  • Essentials of establishing data-entry policies and administering quality-control procedures in a multi-user system.
  • Concepts relating to relational databases (Microsoft SQL Server, Microsoft Access, and other platforms).
  • Fundamentals of statistical concepts used in appraisal analysis, which may include Median Sales Ratios and other common measures.
  • Fundamental appraisal and economic theory and its application in appraisal assignments.
  • Geographic Information Services (GIS) and the use of aerial imagery in a mass appraisal setting.
  • Querying relational databases and other data sources.
  • Report writing.

  • Mohave County Personnel Policies and Procedures, and Department Regulations.


Skill in:
  • Troubleshooting and resolving technical issues affecting staff and the public, both efficiently and effectively.
  • Database management tools.
  • Appraisal theory for the correct development of appraisal priorities and procedures.
  • Digital analytics, including measuring devices and ortho-photography tools.


Ability to:
  • Clearly explain complex issues to the public and staff, both verbally and in writing.

  • Assist others with the preparation and assemblage of data.
