Position Scope

Under direct supervision of the Grants Program Manager, performs professional-level grant management including researching, monitoring, and applying for grant opportunities. This position will also monitor, implement, evaluate, and assure compliance with established guidelines, policies, and regulations with respect to awarded grants.

Primary Duties and Responsibilities

  • Partial responsibility for budgeting, including managing and coordinating grant portfolio and ensuring department grants are budgeted each fiscal year for city appropriations.
  • Partial responsibility for developing, implementing, interpreting, and evaluating grant proposals.
  • Partial responsibility for developing, implementing, and interpreting policies and procedures.
  • Shares responsibility for compliance with Federal, State, and Local grant requirements and laws, rules, regulations, and City policies and procedures for grants.
  • Responsibility for grant reporting for Federal, State, and Local agencies to ensure timely and accurate grant reporting requirements.
  • Identify, prepare, and manage grant applications, implementation and reporting for grants received on behalf of the City.
  • Identify potential grant sources and support applications for all grant programs.
  • Utilize local, Federal, and State financial reporting systems to track and report all grant activities.
  • Organize grant coordination and compliance with program staff.
  • Assist in preparation of required internal documents and paperwork for submission of external grants.
  • Identify, prepare, and collect grant application documents in preparation for submission.
  • Participate in pre-award administration by editing, proofreading, and recommending enhancements while ensuring compliance with specified style guidelines and grant requirements.
  • Conduct grant administration post-Award activities such as accounting services, compliance with regulatory guidelines, deviations from proposals, interpretation of award elements, preparation of award letters and grant spreadsheets.
  • Assist with identification of government, corporate, and foundation grants, conferences, fellowships/scholarships, reports, and other relevant information; identify, research, and disseminate lists of potential funding sources.
  • Actively supports and upholds the City’s stated mission and values.
  • Perform other duties as assigned.


Minimum Qualifications & Position Requirements

Education and Experience:

Bachelor’s degree in Business, Finance, Accounting or other related field, and 2 years’ experience with federal financial grant applications, principles, and programs; OR equivalent combination of education and experience.

Necessary Knowledge, Skills and Abilities:

Knowledge of:
  • City policies and procedures
  • Government financial and budgeting practices and State financial systems
  • Federal, State, County and City laws, rules, regulations, and ordinances
  • Principles, practices, and techniques of grant research, writing, administration and innerworkings of funding sources at all levels
  • Budgetary theory, principles, objectives, and practices
  • Grant programs, application procedures and administrative requirements
  • Grant availability, applications, proposals, and administrative processes and procedures
  • Grant accounting, auditing principles, and practices as related to grants administration


Skill in & Ability to:
  • MS Office (Word, Excel) and/or Google Suite
  • Use of digital management software, such as Tyler Munis accounting and grant management system
  • Data analysis and problem solving, problem analysis and resolution
  • Detail focus; highly accurate approach to analysis
  • Exercise discretion and judgement
  • Make independent analysis and report findings
  • Provide exceptional customer service and communication skills to internal and external customers

Additional Information

Special Requirements: Must possess and maintain a valid Arizona Driver’s License

Physical Demands / Work Environment: Work is typically performed in an office setting

Reports To: Grant Program Manager

Work Schedule: Monday - Friday, 8:00am - 5:00pm

12-Month Goals:
  • Implement strategies to promote accuracy and efficiency for grant financial and programmatic reporting.
  • Participate in activities related to grant funding opportunities, events, presentations, and grant meetings with internal and external parties.
  • Engage and coordinate with federal, state, county, local, and private grantors (ex. U.S. Dept. of Justice, State of Arizona, Maricopa Count Dept. of Public Health, Firehouse Subs, etc.).
  • Research, problem-solve, track, manage, and respond to inquiries and leads for active and prospective projects.
  • Engage with other departments within the City to support and better understand the need for grant funding.
  • Cultivate relationships with other departments within the City, neighboring jurisdictions, and grantors to ensure needs are being met.
  • Pursue opportunities to partner and collaborate with internal and external parties to further promote Buckeye for grant funding.
  • Learn and actively utilize project management tracking system to ensure deadlines are met.
  • Determine whether expenditures have been charged to the proper account, ensure that a reimbursement request has been made, and reimbursements have been received.
  • Prepare meeting agendas and account overviews for meetings with other departments within the City.
  • Participate, support, and achieve the periodic stated goals of the Grant Division.
