The Position

Within the Governor's Finance Office (GFO), Executive Branch Budget Officers develop, analyze and make recommendations on biennial budgets and expenditures for all executive budgets; analyze agency staffing ratios and historical data in relation to population growth, economic conditions, national trends and standards and other pertinent information; make evaluative judgments regarding the efficiency of agency operations, effectiveness in reaching established goals and objectives, organizational structure, and legislative intent; review and analyze budget requests and adjustments; and ensure compliance with budgetary directives, policies, regulations and limitations.

Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives. This recruitment is for an Executive Branch Budget Officer 2, located in Carson City, Nevada within the Governor's Finance Office. Duties include to prepare, implement, and monitor budgets for one or more agencies; develop expenditure projection, narrative justification of programs, and detailed biennial spending plans and expenditure projections; analyzes budget requests and adjustments; ensuring compliance with budgetary directives, policies, regulations, and limitations; provide fiscal guidance to agency staff; ensure compliance with authorized spending limitations and determine the need for work program adjustments; and trains, supervises, and evaluates the performance of a team of Executive Branch Budget Officer I's.

Incumbents function as subject matter experts for state fiscal management operations to include research and analysis of governing state statutes and administrative policies and procedures; state agency operations; staff management, development, and training; and the legislative oversight, review, and approval process. This position also provides direct support to the Executive and Legislative Branch budget and administrative processes established by the Board of Examiners and Interim Finance including the review, analysis, and preparation of agenda items for the Board of Examiners and the Legislature's Interim Finance Committee to ensure compliance with all applicable statutes, policies, procedures, and guidelines. To Qualify:

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, economics, or closely related field and six years of professional budgeting, accounting, economic or management analysis and projection, or auditing experience, one year of which was equivalent to an Executive Branch Budget Officer I in Nevada State service; OR one year of experience as an Administrative Services Officer III or Executive Branch Budget Officer I in Nevada State service; OR an equivalent combination of education and experience as described above. The Examination Application Evaluation Exam The exam will consist of an application evaluation.
