The Position

Job Appointment: Regular, Full time

Work Schedule: Monday - Friday, 8am-5pm. Alternate schedule may be available.

Work Location: This position has an exception to work primarily remote. However, there will be instances when it is necessary to come onsite for work. The City Council has approved a 3.3% cost of living adjustment (COLA) for all eligible employees of the City of Portland for the fiscal year, effective from July 1, 2024. As a result, the salary for this position may increase due to the approved COLA.


Position Summary

Under the direction of the Telecommunications Supervisor or Lead Telecom Engineer, the Information Systems Technical Analyst IV - Telecommunications Specialty will provide operational support for the City’s telecommunications systems and will provide technical assistance to the Telecom Support team.

Primary responsibilities include provisioning telecom services, executing programming changes in Avaya Call Manager, managing reporting from the Avaya systems, installation of client software, assisting in troubleshooting complex telephony issues, advising on solution alternatives, supporting, and programming voicemail, and other duties as assigned.

Secondary responsibilities include providing technical assistance and support to the Telecom Support team, providing Telecom Helpdesk services, managing telephony moves and changes for end users, managing customer billing, development of user training documentation, process documentation and managing customer relations.

The successful candidate will have; experience in providing direct technical support for Avaya core telephony systems, a proven track record of providing Telecom Helpdesk support, demonstrated ability to work within and foster team environments, experience working with teams under pressure, demonstrated ability to create effective working relationships with customers.

The successful candidate must be able to pass a comprehensive police background investigation and be able to work in a culturally and gender diverse workplace.

To Qualify

The following minimum qualifications are required for this position:
Advanced knowledge and experience providing Telecom helpdesk assistance. Experience administering technical support of Avaya core telecommunication systems. Knowledge and experience managing external vendors. Knowledge and experience configuring Avaya vectors. Knowledge of Avaya call center provisioning and implementation. Ability to communicate complex concepts in a non-technical, understandable, and transparent way that is appropriate to diverse audiences.

Applicants must also possess:
  • Ability to successfully pass an in-depth background investigation.
Although not required, you may have the following:
  • Avaya Aura® Communication Manager Administrator Certification (ASAC - 0038) , or demonstrable progress towards certification
