The Innovation and Technology Department is accepting applications for Telecommunication Enterprise Network Engineer* for the Telecommunication Services Division . The position will be responsible to analyze, design, modify and maintain the County’s telecommunications networks.

This is the advanced working level position that supports the San Bernardino County's Telecommunication Network infrastructures. The position will provide high level knowledge and lead expertise in support of the County’s telecommunication VoIP network infrastructures. Position will schedule and assist with coordinating assignments for personnel, delegate tasks to other staff and serve as lead in the absence of and/or at the directive of the Network Services Supervisor. Position will lead multiple projects and apply advanced knowledge of VoIP and Call Center Networking to implement, maintain and repair the 24/7 multi-customer telephony network. Position will participate in and provide succession planning, career growth, and managerial growth in order to prepare the Division for the future.

Incumbents in this position will be responsible and participate in the management and oversight of a multi-customer telecommunication services operation deployed in the nation’s largest geographic County serving a customer base in excess of 25,000 users covering 20,124 square miles of service area. Duties may include: analyze, evaluate, test, recommend, customize and provide technical support for the telephony network hardware and software products. Lead install and the implementation of Cisco VoIP hardware and software; lead and analyze network hardware and software historical data and traffic pattern reviews to improve network performance; design network topology and work with staff to implement; develop and implement dialing and network routing strategy. Lead and execute VoIP network troubleshooting, implements system upgrades; perform strategic planning and tactical disaster recovery.

CONDITIONS OF EMPLOYMENT

Availability: Incumbents may occasionally work evening and weekend hours. Some overtime, on-call, or call back work may be required.

Minimum Requirements

REQUIRED EXPERIENCE:
Four (4) years of full-time equivalent work experience in an enterprise voice network management environment architecting, engineering, and integrating telephony solutions.

Qualifying experience must include implementation of systems in a large organization setting with a minimum of three (3) of the following voice technology related areas:

  • Advanced Voice Network Architecture or Configuration
  • Telephony and Data Infrastructures
  • VoIP Telephony Equipment
  • SIP Trunking/TDM Trunking
  • North America Dial Plan
  • Telephone system programming
  • Experience with Cisco VoIP
  • Telephone N11 Short Codes / 911 operational and interoperability knowledge

REQUIRED EDUCATION:
Sixty (60) semester (90 quarter) units of completed college-level courses in programming, information systems, computer science, software engineering, or a closely related field. Specialized technology courses or certificated programs with 450 hours of classroom instruction (equivalent to one year of college level education) is acceptable, must have 900 hours.

Education Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.

Desired Qualifications

Experience in Telephony and Data Infrastructures, Cisco UCS servers, VMWare, UCM, Unity Connection and UCCE, Networking. Strong leadership, problem solving and analytic skills are highly desirable. The ideal candidate will demonstrate strong interpersonal, leadership and communication skills, a team player with the ability to achieve goals through influence, collaboration, and cooperation.
