JOB SUMMARY
Responsible for senior management of one of the following divisions of the library: Patron Services, Technical Services or Programming and Outreach; performs supervisory, administrative, and financial management duties; performs and oversees a variety of professional-level library work; and performs other routine or specialized duties relative to area of assignment.

In addition to the core responsibilities expected of a Technical Services Library Manager, this role assumes a pivotal position in the library's engagement with local history and genealogy. Beyond providing technical guidance and support to staff, the incumbent undertakes the preparation of reports, correspondence, and presentations to local groups like the Lions, Rotary, and Historical Associations. They serve as the backup for library automation management, ensuring seamless operations for cataloging and digital resources. Moreover, the Manager designs and delivers compelling library programs centered on local history and genealogy, fostering community participation and appreciation. Their expertise extends to performing intricate MARC cataloging and authority work across all materials, with a dedicated focus on enhancing accessibility to local history and the Mike Cox Texas History archives. Actively representing the library in professional circles and community organizations such as the Heritage Association of San Marcos, Hays County Historical Commission, Historic Preservation Commission, City Cemetery Board, and various local museum boards, underscores their role as the “go-to” local history and genealogy expert within the community.

ESSENTIAL FUNCTIONS AND DECISION MAKING

ESSENTIAL FUNCTIONS Responsible for providing senior management for one of the following divisions of the library: Public Services, Technical Services, or Programming and Outreach.
  • Participates in developing and implementing departmental policies and procedures.
  • Establishes goals, objectives, and priorities for area of responsibility.
  • Hires, trains, supervises, and evaluates the performance of assigned personnel including professional librarians and subordinate supervisors.
  • Provides technical guidance and assistance to employees.
  • Prepares grants, presentations, correspondence, reports, and/or other documentation related to division.
  • Helps prepare, monitor and administer budget. Approves purchase orders.
  • May serve as library automation system or network administrator for the library.
  • May serve as volunteer liaison and coordinator.
  • Develops, updates, and maintains procedure manuals and/or training materials.
  • Serves as Acting Library Director in his/her absence as required.
Performs and oversees professional-level library work of the following types:
  • Plans, schedules, implements, and publicizes educational and informational library programs and displays for children and adults; maintains statistics on program attendance, evaluates programs, and prepares reports.
  • Performs original MARC (level IV) cataloging and authority work for books, audiovisual materials, and Spanish Language materials; maintains authority records; insures compliance with AACR2 and local library guidelines.
  • Acquires, preserves, catalogs, and digitizes materials for the local history collection; provides local history research assistance; creates bibliographies and displays featuring items from the collection.
  • Promotes the programs, collections, and services of the library by preparing publicity fliers, press releases, slide shows, bibliographies and displays. Develops and maintains library web pages and online newsletters.
  • Makes public presentations about the library and represents the library at community events.
  • Assists with fundraising, grant projects, volunteer recognition, and other special events.
Provides professional research assistance and instruction to library patrons:
  • Uses in-depth knowledge of library resources and research methods to assist patrons locating materials and information; provides reader advisory services.
  • Provides instruction and assistance to patrons using library computers, software, databases, and equipment.
  • Provides library tours and bibliographic instruction to school groups and other organizations.
  • Proctors exams; registers patrons for library classes; issues reciprocal borrowing cards; and provides interlibrary loan services.
  • Addresses and facilitates the timely and effective resolution of complex patron issues.
  • Troubleshoots computer, printer, and PC reservation system problems.
Responsible for collection development in one or more bibliographic areas:
  • Reviews, selects, purchases, and de-accessions library materials.
  • Uses statistical data to ensure that the library collection appropriately meets the needs of the community.
  • Tracks and manages budget allocation for library materials.
  • Prepares bibliographies, displays, and online newsletters featuring materials from the library collection.
Miscellaneous:
  • Represents the library in professional and community organizations.
  • Attends staff meetings and training programs.
  • Coordinates and conducts special projects and related duties as assigned.

DECISION MAKING
  • Trains, supervises, and evaluates the performance of assigned personnel including professional librarians and subordinate supervisors. May also coordinate the recruitment and training of volunteers for the library.
  • Provides senior management of one of the following library divisions: Public Services, Technical Services, or Programming & Outreach Services.


MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications)

MINIMUM REQUIREMENTS
  • Masters Degree in Library Science or Information Studies from an American Library Association-accredited graduate school is required.
  • Five (5) years library experience required; two (2) years related supervisory experience preferred.
  • Must possess a valid Texas Driver’s License with an acceptable driving record.
  • Bilingual Preferred

  • Must have the ability to prepare, proof and review departmental correspondences, policies, and procedures. Must be able to create effective presentations, publicity materials, spreadsheets, and reports.
  • Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, outside agencies, vendors, community organizations, patrons, and the general public.


PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 35 pounds rarely. Subject to vision constantly; standing, walking, lifting, carrying, reaching, handling, fine dexterity, hearing and talking frequently; sitting, pushing/pulling, kneeling, bending, twisting, climbing and balancing occasionally; crouching and foot controls rarely.

Working conditions involves occasional exposure to infectious diseases and irate members of the public.
