This position will be located at Division of Energy, Weatherization Program, and will be located at Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101.

  • Coordinate closely with local weatherization agencies, technical and programmatic team members, and our federal partners to ensure projects proceed successfully to completion. Monitor progress of assigned projects, identify and resolve issues, and ensure projects progress successfully in a timely manner.
  • Communicate effectively and maintain positive working relationships with local weatherization agencies and federal and state partners.
  • Assist with prioritization for funding through the weatherization program’s state planning process. Review and document work products to ensure compliance with funding requirements, including document submittal checklists, bid document review, and executed contract review. Monitor the agencies’ budgets to ensure appropriate funding availability and routinely update management to ensure timely progression.
  • Communicate frequently with local weatherization agencies by phone, electronic correspondence, and in person, if able, as necessary to assist with state and federal requirements. Attend meetings, as necessary, to present pertinent information relevant to the success of the local weatherization agency program.
  • Develop and maintain standard operating procedures for the weatherization program. Recommend and develop, as needed, guidelines and training needs to improve and streamline processes and maintain consistency throughout the program.


To be successful in this position, a candidate will need the following skills:

  • Grants Management Laws, Regulations, and Guidelines: Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Oral and Written Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Internal Controls: Knowledge of the principles, methods, and techniques for establishing internal control activities (for example, authorizations, verifications, reconciliations), monitoring their use, and evaluating their performance (for example, identification of material weaknesses or significant deficiencies).
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Establishing Focus: Develops and communicates goals in support of the organization’s mission; acts to align own unit’s goals with organization’s strategic direction and ensures people in the unit understand how their work relates to the agency’s mission.
  • Strategic Thinking: Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization. Capitalizes on opportunities and manages risks.


Equivalent to those typically gained by:

  • Bachelor’s degree in public administration, engineering, planning, project management, environmental sciences or closely related fields and 3 to 5 years of experience in program administration, federal regulatory oversight, or an energy-related field including but not limited to weatherization (Additional education or experience may substitute for the required education or experience)
