Job Description

General

The Application Systems Analyst III reports to the Manager of IT, Division of Innovation and Technology and is responsible for managing information technology business systems and supporting business processes for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (JPB), and the San Mateo County Transportation Authority (TA).

Essential Functions & Duties

Examples of Essential Functions:
  • Manage the development and implementation of the District’s ERP Software (PeopleSoft), providing ongoing business support for applications, integrations, interfaces, and utilities.
  • Collaborate with internal customers and consultants to define the business requirements, scope definition, and project timelines.
  • Participate in new release feature and functionality reviews to provide ongoing technical guidance and support.
  • Integrate business systems to optimize business solutions and provide technical support for database administrators, analysts, and system support staff.
  • Develop and maintain documentation related to ERP (PeopleSoft) system configuration, customization and processes, and other applications.
  • Act as technical and functional expert across all modules of ERP (Peoplesoft).
  • Act as a liaison between Innovation & Technology (IT) Department and end-users to resolve technical reporting issues.

Examples of Duties:
  • Develop, customize, and configure ERP (PeopleSoft) applications as per business requirements.
  • Manage the functions and procedures involved in the implementation and maintenance of all ERP (PeopleSoft) modules.
  • Analyze requirements and findings to develop end-to-end solutions; and apply business process re-engineering with use of new systems or enhancements to existing applications.
  • Define business requirements for ERP (PeopleSoft) requests.
  • Assist in the planning and execution of Application upgrades and patches.
  • Provide support for ERP (Peoplesoft) application issues and queries in addition to other applications supported by the Department (BI, EAM, etc.).
  • Work closely with functional users to understand requirements and ensure system functionality meets business needs.
  • Design new systems or appropriate system changes, test and evaluate new or modified system, correct functional problems, and re-test before implementation.
  • Train assigned users on ERP (PeopleSoft) including application design and implementation, monitoring user compliance to applicable guidelines.
  • Participate in the design and implementation of new features and enhancements.
  • Translate business requirements into design documents.
  • Develop workflows, integrations, notifications, custom code, custom queries, and custom reports.
  • Perform technical feasibility and user acceptance testing.
  • Coordinate with other departments on integrated applications as needed.

Minimum Qualifications

Supervision: Works under the supervision of the Manager of IT Applications, who establishes goals and objectives and evaluates performance.

Minimum Qualifications

  • Bachelor’s degree in computer science, technology, or a closely related field.
  • At least four (4) years of experience deploying and managing ERP Applications and custom application development.
  • At least four (4) years of progressive, hands-on experience with PeopleSoft 9.2 applications, including but not limited to Financials, Human Capital Management (HCM), and Supply Chain Management (FSCM).
  • At least two (2) years of experience in the following modules of Peoplesoft: Accounts Payable, General Ledger, Accounts Receivable, Billing, Asset Management, Project Costing, Cash Management, and Commitment Control
  • At least two (2) years of experience in coaching, training, or assisting other staff.
  • PeopleTools 8.6x or above, PeopleCode, Application Engine, Portal, Security administration, Application Designer, Component Interface, Integration Broker, Application messaging, nVision, PS Query, Crystal Report and SQL with application version 9 or above, including responsibility for development of modifications and interface.
  • Proven experience in PeopleSoft update manager (PUM) and applying PeopleSoft updates and patches.
  • Experience with PeopleTools, including Application Designer, PeopleCode, Application Engine, Integration Broker, and SQR.
  • Knowledge of Oracle databases, PS Query, and data management practices.
  • Experience in the entire lifecycle of PeopleSoft projects, from requirements gathering through implementation and support.
  • Strong understanding of PeopleSoft architecture and security model.
  • Proficiency in SQL and understanding of relational database concepts.
  • Knowledge of integration points with other systems and platforms, including cloud-based services.
  • Familiarity with modern software development practices and tools, including Agile methodologies and DevOps concepts.
  • Advanced experience using Word, Excel, PowerPoint, SharePoint, and Visio software is required.


Preferred Requirements:

  • Prior exposure to PeopleSoft security administration is a plus.
  • Experience with EPM systems
  • BI experience (Power BI, Tableau)
  • Excellent analytical and problem-solving abilities.
  • Strong communication skills, both written and verbal, with the ability to convey technical information to non-technical stakeholders.
  • Ability to work collaboratively in a team environment with users from various departments.
  • Good organizational skills with the ability to manage multiple priorities and adhere to deadlines.
  • PeopleSoft certifications related to administration, development, or specific functional areas.
  • Excellent understanding of IT processes, change management, and SaaS best practices.
  • Experience in the public sector is a plus.
  • Effective time management skills; working independently and managing multiple deadlines/projects.
  • On-call availability and periodic off-hours work.
