The Position

Under immediate supervision, incumbents perform a variety of duties at the sub-journey level while receiving training for advancement to an entry-level professional class related to fiscal or business management functions in State government.

Incumbents continue to receive training in performing the duties relevant to the class they are underfilling. This is the final trainee level in the series and incumbents may progress to the appropriate professional series they are underfilling upon meeting the minimum qualifications, satisfactory performance, and with the recommendation of the appointing authority.

This trainee position will underfill the Management Analyst 1. Position assists in the administration and management of the Bureau of Water Quality Planning. Primary duties include the preparation and management of the biennial budget, including researching historical budgetary needs and estimating future expenditure levels for items such as new personnel, contracts, travel, training, vehicles, computers and other/new program needs for the bureau's programs; as the Certified Contract Manager for the Bureau, prepares and manages contracts and subgrant agreements for a variety of programmatic functions including analyzing and processing reimbursement requests; assists in grant development and management for federal water quality and Department of Energy grants; tracks and prepares budgetary and financial reports for monthly budget status and revenue reports to ensure expenditures remain within approved budget; prepares budget revision requests; develops and tracks reports to monitor program needs; prepares internal controls for budget tracking, property management, travel and training, purchasing and vehicles; conducts financial analysis for program functions and analyzes cost estimates; performs administrative services as needed. To Qualify:

In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications) Graduation from high school or equivalent education and two years of technical and/or paraprofessional experience in the field in which the applicant is to be trained; OR Associate's degree from an accredited college or university in business or public administration, accounting, finance, or closely related field and one year of experience as described above; OR Bachelor's degree from an accredited college or university in business or public administration, accounting, finance, or closely related; OR an equivalent combination of education and experience as described above.
