Do you enjoy ocean views and great restaurants within walking distance? Come and join our team! The City of Manhattan Beach seeks an eager, enthusiastic, and knowledgeable Permit Technician with great customer service skills to join the Community Development Department!

Under general supervision, the Permits Technician performs varied and increasingly responsible clerical and administrative functions; coordinates the review and acceptance of building permit applications; issues permits; maintains records; prepares reports; and does related work as required.

This position is the journey-level position. It is expected to perform the full-range of permits technician duties after an initial learning period. This class is distinguished from the Senior Permit Technician class in that the latter serves as a lead person with responsibility to train, assign and review the work of lower-level staff assigned to the unit.

ESSENTIAL DUTIES

Essential Duties
The listed tasks are essential for this position and may include, but are not limited to, the following:
  • Provides general zoning, building right-of-way, and related code information to permit applicants and the general public.
  • Receives and responds to inquiries at the service counter and on the telephone.
  • Reviews permit applications for completeness.
  • Issues permits for work to be performed.
  • Coordinates plan distribution, processing, and permit issuance with other departments.
  • Calculates fees; maintains permit, fee, insurance, and license records, logs, and files.
  • Answers department phones and assist clerical staff.
  • Develops and maintains information sheets for the public.
  • May be required to work shifts, weekends, and/or holidays.


MINIMUM QUALIFICATION GUIDELINES

Education/Training/Experience:
  • Requires a high school diploma or G.E.D. AND three (3) years of increasingly responsible office support experience.
  • Additional technical training or experience working with construction plans, building codes or related administrative work is highly desirable.
Knowledge of:
  • Building/construction activities and services;
  • Basic requirements of building/construction codes; and
  • Standard procedures of record-keeping and filing.
A bility to:
  • Learn and interpret building records and plans;
  • Answer building inquiries accurately, with firmness, tact, and courtesy; work effectively with the public in face to face interaction and over the telephone;
  • Learn and apply office policies, procedures, and equipment;
  • Do simple mathematical calculations; and maintain cooperative work relationships with others.
Skill in:
  • Strong customer service commitment and proficiency with personal computer systems.

Part-time employees are enrolled in PARS (Public Alternate Retirement System). All part-time and seasonal employees contribute 7.5% each pay period on a pre-tax basis. If an employee reaches 1,000 hours within a fiscal year (July 1st to June 30th) or is already a CalPERS member, then they are enrolled in CalPERS (Public Employees Retirement System).

The City complies with California Labor Code 245-249 by providing paid sick leave for part-time hourly employees accordingly.

The City of Manhattan Beach does not provide medical/dental/vision benefits to part-time employees. Eligible employees enrolled in CalPERS may opt into a CalPERS medical plan.
