There are two (2) vacancies in the Health Information Management Unit; however, hiring managers may use this eligible list from this recruitment to fill future vacancies in Central, East, or West Contra Costa County.

The two (2) positions are located at the Pittsburg Health Center (PHC) and may be required to travel to different locations throughout Contra Costa County.

Under general direction, the Senior Medical Records Technicians provide lead direction to Medical Records staff, perform complex and varied medical record or clerical authorization processing work, perform analysis of medical records for accuracy and compliance with all applicable regulations, and process subpoenas and other legal requests and appeals related to the release of medical and billing information.

What you will typically be responsible for:
  • Assist physicians with the completion of all medical and legal forms.
  • Process requests from patients and the general public.
  • Check CClink in-baskets messages and respond back to inquiries.
  • Create, process, and follow up on releases.
  • Process email requests and verify identification.
  • Obtain authorizations for various Protected Health Information (PHI) requests.
  • Update the Release of Information (ROI) navigator for special legal restrictions or flags when necessary.
  • Process payments and checks.
  • Provide lead direction to medical records staff.

The eligible list established from this recruitment may remain in effect for six (6) months.

Minimum Qualifications

In order to be considered for the substitution qualification, you MUST attach a copy of your degree/certificate/license to your application.

License : A valid California Driver’s License may be required for some positions. Out of state motor vehicle operator’s license will be accepted during the application process.

Experience : Two (2) years of full-time (or the equivalent of full-time) experience performing clerical duties in a medical records work unit, one (1) year of which must have been performing the duties equivalent to a Medical Records Technician in Contra Costa County.

Substitution : Graduation from an educational program for Medical Record Technicians, Medical Records Administrators, Registered Health Information Technician or Administrator, approved by the American Health Information Management Association (AHIMA), or successful completion of the AHIMA correspondence course for medical records personnel may be substituted for one year of the required clerical experience; however, no substitution is permitted for the required Medical Records Technician experience.

Desirable Qualifications :
  • Possession of medical terminology certificate
  • Experience using EPIC Electronic Health record software, and/or Onbase scanning system


Selection Process

1. Application Filing and Evaluation : All applicants must apply online at www.cccounty.us/hr and submit the information as indicated on the job announcement by the final filing date. Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

2. Multiple Choice Assessment :
Candidates who possess the minimum qualifications will be invited to participate in an online multiple-choice assessment. The assessment will measure candidates' competencies as they relate to the job. (Weighted 100%)

3. Final Selection Interviews: The hiring manager interviews will be scheduled directly by the unit/division once the eligible list is established.

The online assessment is tentatively scheduled to take place via computer (remotely) sometime during the week of July 1, 2024.

The assessment will be administered remotely using a computer. You will need access to a reliable internet connection to take the assessment. It is not recommended to take the assessment using a cell phone.

The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
