DEFINITION:
Plans, organizes and directs a clinical social work program comprised of at least 20 professional social workers for inpatients, outpatients and their families in a County hospital.

Essential Job Functions

Plans, organizes and directs the social work services.

Participates with hospital administration, medical administration, and professional staff of other disciplines in the formulation of programs, policies, and procedures to integrate and coordinate services.

Develops programs, policies and procedures pertaining to the delivery of social work services to patients and their families as well as those pertaining to the licensing and certification of professional social work staff.

Evaluates existing and future clinical social work service needs in order to establish goals, objectives and standards for the provision of clinical social work services.

Delegates to first level supervisors the responsibility for implementing and evaluating the effectiveness of the programs, policies, and procedures pertaining to the delivery of social work services to patients and their families as well as those pertaining to the licensure and certification of professional social work staff.

Remains current with Federal, State, and County regulations, policies and procedures that affects clinical social work, such as Centers for Medicare and Medicaid Services (CMS) regulations, Joint Commission regulations and policies, Medi-Cal and Medicare regulations, California Mental Health Laws, and California Board of Behavioral Science regulations.

Serves as a technical resource person to community organizations, agencies, and allied health personnel concerning clinical social work services and represents the hospital in community meetings concerned with health care services.

Provides advice to subordinate supervisors and makes final determinations to resolve employee utilization issues, grievances and disciplinary actions.

Interprets social work policies, programs, and procedures to other disciplines, departments, agencies, organizations, and the public.

Conducts periodic quality assurance meetings with subordinate staff to establish, document, and review quality improvement trends and to implement plans for improvement.

Evaluates the performance of subordinate supervisors and reviews all performance evaluations completed by subordinate supervisors.

Reviews preliminary budget information prepared by supervisory staff and determines budgetary requirements for personnel, equipment, and supplies for social work services.

Compiles the annual budget with justifications for review by the appropriate authority in hospital administration.

Interviews, selects or approves final appointments of applicants for all social work service positions.

Oversees and directs the development of employee orientation and in-service training and student affiliate programs.

Directs the maintenance of records and the preparation of reports to ensure quality control and accountability in the social work services provided.

Requirements

SELECTION REQUIREMENTS:
A Master's Degree* in Social Work from a graduate school accredited by the Council on Social Work Education followed by six (6) years of professional medical or psychiatric social work experience in a social service agency, clinic, hospital, or public health agency. Two (2) years of experience must have been in a supervisory capacity at the level of the County of Los Angeles classifications of Clinical Social Work Supervisor ll** or higher.

LICENSE(S) REQUIRED:
A valid and active license as a Licensed Clinical Social Worker issued by the California Board of Behavioral Sciences.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Required licenses MUST be active and unrestricted or your application will not be accepted.

PHYSICAL CLASS II - Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

**Experience at the level of Clinical Social Work Supervisor ll is defined as: s upervises the work of professional social work and support staff providing clinical social work services to patients and their families in a smal hospital, a unit of a large hospital, a large ambulatory care center.

Additional Information

EXAMINATION CONTENT:
This examination will consist of an evaluation of education, experience and desirable qualifications based upon application information weighted 100%.

Desirable Qualifications :
Additional points will be awarded for additional supervisory capacity experience at level of Clinical Social Work Supervisor ll** or higher beyond the Selection Requirements.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

ELIGIBILITY INFORMATION:

Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score on the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

SPECIAL INFORMATION:
