General Description and Classification Standards

The Executive Director, Innovation, Delivery and Performance is responsible for creating a dynamic environment for creative thinking, innovation, and transformation across the entire enterprise with the intent of delivering on Mayoral and city-wide operational priorities. This position is highly collaborative, working across all verticals of the City’s operations, business and private sector, government, and community. It requires skill in strategic thinking and planning with high aptitudes of leadership, communication, and influence in supporting and transforming the way the City’s programs and services evolve to serve and support the City.

This position must be able to leverage technology, planning, and data to drive change and measure impact. The Executive Director, Innovation, Delivery and Performance must be able to provide leadership, direction, and vision for the team, in addition to provide project management expertise and assure effective delivery of multiple complex projects. It is imperative that the Director have the abilities to provide actionable information to leaders across the organization to support ongoing performance improvement; to lead and manage data collection, storage, analysis, and planning across the enterprise; and to formalize and oversee City-wide innovation practices and processes.

The position has supervisory responsibilities. Duties at this level include, but are not limited to: deploying standardized work, project management methodologies, templates, governance, and tools to enable consistent, high quality, agile execution of critical City projects; educating City leadership and mid-managers on project management tools; setting up project teams and resources and defining project objectives to oversee and assess quality control throughout the project life cycle; directing all monitoring and control of project activities to assure quality control measures are adhered; managing project schedules and budgets; coordinating critical business meeting agendas on behalf of the Chief Operating Officer.

This is a fully seasoned professional level capable of independently carrying out most assignments typical of the profession.

Supervision Received

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties & Responsibilities

  • Provides leadership and strategic direction for the projects that are assigned to Innovation, Delivery and Performance team with an emphasis on driving prioritization and standardization
  • Manages a Mayoral-specific and large multi-faceted technical project or multiple projects at the same time
  • Actively facilitates the generation of new ideas - encouraging Sponsors and Owners to raise expectations and press for the development of new approaches
  • Focuses relentlessly on impact: how initiatives perform against the plan, what stands in the way, and what needs to change to reach targets
  • Provides insightful, practical recommendations to Project Managers about how to resolve difficult issues
  • Keeps the Mayor, Chief Operating Officer, and Chief of Staff informed and engaged on key decisions and makes the most of his or her time by focusing on the most important issues.
  • Ensures that department partners receive full credit when they achieve targets or otherwise succeed
  • Manages strategic vendor relationships and influences stakeholders to achieve project outcomes on time, according to key performance indicators, and under budget.
  • Advances key initiatives and projects by enabling best in class systems and processes in alignment with future trends
  • Stays current on available technologies and best practices to enable data-driven decision making with readily accessible data for reporting and analysis.
  • Promotes good working relationships across projects, exemplifying the people skills needed to develop trust and communication among stakeholders: its sponsors, those who will make use of the project's results, those who command the resources needed, and project team members
  • Consults with business partners to identify issues and problems, generate solutions, and choose appropriate alternatives using basic root cause analysis
  • Evaluates project efficacy; applies lessons learned from recent projects to future projects.
  • Communicates to all concerned parties project milestones, status updates, as well as any existing or potential customer escalation issues.
  • Proactively follows escalation and change control processes.
  • Owns all management reports on a given engagement.

Applies organizational policies. Selects from multiple procedures and methods to accomplish tasks.

Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Manages progress meetings to reviews status of ongoing projects and coordinates with City leadership, department commissioners, executive directors, and external stakeholders to review work in progress, data deliverables to ensure the project is within budget and work group leadership, guidance, and/or training to less experienced staff. Typically has formal project management and/or skills development responsibilities.

Knowledge, Skills & Abilities

Knowledge of principles and practices of project management including scope development and trading, organization planning, scheduling, budgeting, risk management and conflict management.

Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods and coordination of people and resources; principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction; practical application of engineering science and technology, including applying principles, techniques, procedures and equipment to the design and production of various goods and services; relevant equipment, policies, procedures and strategies to promote effective local, state or national security operations for the protection of people, data, property and institutions.

Skilled in time management of self and others; listening and communicating exceptionally to effectively convey information verbally and in writing; analytical skills with demonstrated talent for identifying, scrutinizing, improving and streamlining complex work processes; motivating, developing and directing people as they work, identifying the best people for the job; using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions or approaches to problems.

Ability to manage time and workload effectively which includes planning, organizing and prioritizing a variety of tasks, assignments, projects and reports, working with attention to details; use good judgment and common sense when making decisions and solving problems; network with civic, community and other special interest groups; maintain confidentiality; work effectively with different social and economic groups in community meetings and guide the community design process and acceptance; negotiate development and consultant contracts; read and understand architectural, structural and civil engineering

Minimum Qualifications - Education and Experience

Bachelor’s degree in a relevant field.

5 - 7 years of related experience including 2 years of supervisory experience.

Preferred Education & Experience

Master’s degree in Business/Public Administration, Finance, Public Policy, Industrial Engineering or other data-driven field, or related field and/or the areas of specialization and practical on the job-related education experience and 7-10 years' of experience in managing multiple stakeholders in a matrix organization, lead complex projects, solve potential issues, show creativity and an open-minded approach, be results oriented, have strong communication and organizational skills, including 3 years of supervisory experience.

Licensures and Certifications

Project Management Professional (PMP) certification (or demonstrate capability to obtain within 6 months)
